ORDER:

Ground Water is the main source of water for drinking and for Irrigation purposes across the state. State Ground Water Department have stated that nearly 13326 habitations are  identified as stressed scarcity habitations and 1037 habitations have slipped back from the stipulated supply standards of 40 lpcd. As per the reports of the Ground Water Department 93 mandals fall in semi critical, 26 in critical and 84 in over exploited category. About 2123 habitations are notified as over exploited villages under APWALTA.
1.            Water Conservation and Water Harvesting is listed in the priority categories of work under MGNREGS as per Schedule 1 of the ACT notified in the reference 1st read above. Recharging the Ground Water is the need of the hour. Government have considered this as top priority of work and decided to take up ground water recharge structures in focus to recharging the drinking water sources under MGNREGS. The works shall be taken up under the special project “Mahatma Gandhi Drinking Water Recharge Project”(MG-DWRP). The Government have decided to give a thrust in Prajapatham to be scheduled from 15th April to 5th May 2012.
2.         Rural Development department is presently taking up ground water recharge structures under Ground Water Recharge structure project in all the critical and over exploited ground water basins.
3.         The following works are identified to be taken up under “Mahatma Gandhi Drinking Water Recharge Project”.
a.    Check dams to recharge the source of PWS schemes
b.    Repairs to existing check dams to recharge the source of PWS scheme
c.    Dug out ponds
d.    Recharge of dried up bore wells
e.    Sub surface dykes
f.     Recharge pit of existing  source (drinking water bore well)
4.  Planning:
a.    Ground Water Department shall hand over the mandal wise list of semi critical. Critical and over exploited villages.
b.    The District Collector & DPC shall coordinate RWS & S department and RD department to prepare an action plan to visit these targeted villages and drinking water sources and identify appropriate works around the source.
c.    All these recharge works shall be taken up in the vicinity of RWS sources and hand pumps.

5.  Constitution of the mandal teams:
a.    To identify the suitable structures and feasible sites two teams shall be constituted per each mandal. Each team shall consist Ground Water Geologist, AEE/AE of RWS or Engineering Consultant and Technical Assistant.
b.    DEE, RWS &S shall be designated as Special Officers (MG-DWRP) in his/ her jurisdiction mandals to monitor and approve the list of structures identified by the mandal teams.
6.    Execution of works:
a.    Estimates shall be generated in MCCs of MGNREGS for the works identified by the mandal teams. The Technical approvals shall be  accorded by the Special Officer &Dy.EE, RWS&S.
b.    For unskilled wages the RSSR and for semi skilled and skilled wage rates CSSR shall be followed.
c.    Cement, Metal, Stone and Sand shall be procured from the approved suppliers with approved rates.
d.    The type design & specifications of the work shall be as approved by RWS & S department.
e.    Technical approvals shall be accorded by RWS &S department as per the department norms.
f.     The District Collector and DPC shall accord administrative sanctions duly following the Act guide lines.
g.    The wage component shall be executed by the EGS job card holders.
h.    The material component of the works  shall be executed by the “Work Executive Member” identified by the Gram Panchayat
i.      Recording and check measurement shall be done by EGS functionaries  same as done in other EGS works taken up in MCCs.
j.      The related soft ware shall be made available in MCCs in the mandals.
k.    The District Collector and District Programme Coordinator, MGNREGS shall review the progress of work regularly.
