Attender Posts as contract basis
PAY AND
ACCOUNTS OFFICE, HYDERABAD – Outsourcing of Office Subordinates on contract
basis through an Agency – Orders –Issued.
In the
letter read above, the Pay and Accounts Officer, Hyderabad has stated that his
department is dealing with the pre-audit functions of around 1200 Drawing & Disbursing
Officers in twin cities and around 40,000 bills per month on an average are received
in (36) audit sections. The bills shall be disposed of within 3/5/7 days
depending upon the nature of claims and rendering of monthly classified
accounts to A.G., A.P. within the due date i.e., 10th of succeeding month.
2. The
entire work is being looked after by (15) Asst. Pay and Accounts Officers, (6) Dy.
Pay and Accounts Officers (2) Joint Pay and Accounts Officers (Gazetted Categories).
For each officer one Office Subordinate is necessarily attached. Further each
audit section requires services of one Office Subordinate to carry the records
to the officers and hand over the passed / return bills to the Cheque Section /
return counter. The Peshi Section of P.A.O. requires two Office Subordinates.
Thus, the services of (62) Office Subordinates is exclusively required to run
the day to day work in audit sections excluding
non- audit sections where as the actual sanctioned strength of office subordinates
is only (34) and that to reduced to (27) due to vacancies in that category.
3. In view
of large number of vacancies in Office Sub-ordinate (Class.IV) category, it has
become difficult to cope up with service oriented work and run day to day administration,
especially in Records section, Filing, Funds, CPS, compilation and audit sections
and there is every need to increase the cadre strength of Office Subordinates.
4. The Pay
and Accounts Officer has now requested the Government to consider for engagement
of Seven (7) Office Subordinates on outsourcing basis.
5. After
careful examination, Government hereby permit the Pay and Accounts Officer,
Hyderabad to engage (7) Seven Office Subordinates on outsourcing basis subject
to following the outsourcing guidelines issued by the Government from time to time
scrupulously.
