Expenditure Framework 2014-15 – reg.
The undersigned is directed to inform that
Secretary (Expenditure) will take meetings in respect of the
Grants/Appropriation under your charge to
finalize R.E. 2014-15 (Plan and Non-Plan) and BE 2015-16 (Plan and Non-Plan)
and also to review programs/schemes for
finalization of MTEF 2014-15. The meetings will be held in FRESCO, Room
No.169-D, North Block, New Delhi as per schedule
enclosed.
2. The
programs/schemes, as mentioned in Annexure ’D’ of MTEF Circular 2014-15 dated 9th September, 2014, will also be reviewed in the
pre-budget meetings to finalize the MTEF projections for the year 2015-16 and
2016-17. For this purpose, it is requested to also
bring the following details/ information required for review of programs/schemes
pertaining to Ministry/Department represented by you
while coming for pre-budget discussions/meetings.
(a) Past
performance of programs/schemes indicating actual performance (both financial
and physical) against the estimated or targeted;
(b) Projected
physical outcome during 2015-16 and 2016-17 and financial resources required
for that;
(c) Any
new expenditure commitments arising out of the policy change; and
(d) Disbursal
and availability of funds at various tiers of scheme implementation;
For any
query/clarification, please refer to the MTEF Circular, 2014-15 dated 9 th September, 2014, which has already been issued
and is also available on
the official website of DEA.
3. It may be
appreciated that budget is a time-bound exercise and Secretary (Expenditure) is
slated to take meetings in respect of all the
Ministries/Departments starting from 3rd November till the second week of December,
2014. Any change in the Meeting Schedule will upset
the entire budget making process, which is not desirable.
3. Keeping in view
the above, it has been decided not to consider any request for change of
meeting. Financial Advisers are requested to make it
convenient to attend the meeting on the scheduled day/date/time.
4. This issues with
the approval of Secretary (Expenditure).
