ORDER:-
In the G.O. 8th read and 9th read above, revised guidelines
were issued in respect of eligibility criteria with regard to selection of
beneficiaries under Deepam scheme.
2. Government have examined the need to have a fool-proof
system of selection of eligible beneficiaries as per the norms indicated in GOs
cited and issue the following revised guidelines for future releases.
i) the eligibility criteria should cover all the women
members of the families belonging to BPL category and Antyodaya Anna Yojana,
Annapurna etc. The priority in selection of women should be given to the
families having lowest income like Households headed by widows or terminally
ill women/disabled women and destitutes with no assured means of subsistence or
societal support and women from primitive tribal households /ITDA/MADA.
ii) In so far selection process the Gram Panchayat in rural
areas and Municipalities in urban areas shall be fully involved in the
selection process. Gram Panchayat shall hold general body meeting which will be
presided by the Sarpanch and attended by the village Janmabhoomi Committee
members at the Village, all the SelfHelp Groups including DWCRA, Thrift Groups,
Vana Samrakshana Samithis etc. and all the Mandal Level Officers to identify
the beneficiaries based on the eligibility criteria.
iii) In Urban areas, the Municipal Commissioners shall hold
the meeting attended the Janmabhoomi Committee member at the ward level and the
members like DWCUA etc. to identify the beneficiaries as per the criteria.
iv) The list of beneficiaries identified, should be verified
with reference to the details in the ration card data and Aadhar Number and
with reference to their LPG status viz. whether there is any LPG connection in
the family.
v) A joint team of
Civil Supplies/Revenue officials and Oil Companies shall verify and make sure
that the beneficiary has no connection and is eligible to receive Deepam
connection. Deepam connections shall be released only after they are linked
with Aadhar.
vi) Lists of beneficiaries who are selected but not released
Deepam connections by the LPG distributors so far, shall also be verified by
Joint Team of CS/ Revenue officials and Oil companies for release of Deepam
connections.
vii) After verification, the final list shall be placed
through the District Collector and Chairman, DRDA before the Minister in charge
or the district Minister senior most as per protocol where ever one or more
Minister and there of the district for approval.
viii) The eligibility criteria should emphasize upon
selecting a “poor family” not having any LPG connections earlier and in need of
an LPG connection but not in a position to make the payment of the Security
deposit. The usage of the LPG beneficiary should be paramount in the selection
process in order to have the optimum utilization of the amount invested by the
Government for encouraging the consumption of LPG.
ix) The lists as
approved by the Minster in charge of the district shall be communicated by the
District Collector concerned to the Oil Companies as per the allotment made on
each Company from time to time who shall communicate the same to the dealers
concerned.
x) The LPG dealer from whom the connection is to be issued
shall assign the consumer number, issue the connection and upload on web site www.apcivilsupplies.gov.in/deepam.
xi) After this, the Assistant Supply Officers/MROs shall
verify whether the grounding has been done and after verification, certify and
shall upload the grounding details with necessary remarks for adjustment of the
security deposit paid to the Oil Companies.
3. The other instructions and guidelines issued from time to
time and are in force shall also be followed.
