Global crude oil price of Indian Basket was US$ 58.73 per bbl on 06.03.2015

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 58.73 per barrel (bbl) on 06.03.2015. This was higher than the price of US$ 58.72 per bbl on previous publishing day of 05.03.2015.


In rupee terms, the price of Indian Basket increased to Rs 3653.01 per bbl on 06.03.2015 as compared to Rs 3652.58 per bbl on 05.03.2015. Rupee closed at Rs 62.20 per US$ on 05.03.2015

 Discoveries of Oil Blocks Abroad

The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that the details of discovered crude oil and natural gas discoveries in foreign countries by public sector oil and gas companies during the last three years and the current year are placed at Annexure A.

           Records with regard to private sector Indian oil and gas companies are not maintained.

           However, ONGC Videsh has signed MOUs for mutual cooperation in the area of exploration and production of hydrocarbon in India and other countries. Participating Interests in various oilfields/gas blocks abroad acquired through contracts by ONGC/ONGC Videsh are at Annexure B.

          Records with regard to private sector Indian oil and gas companies are not maintained.

Gas Pipeline to Nepal


            The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that however, talks are on between Indian Oil Corporation and Nepal Oil Corporation for setting up a Petroleum product pipeline from Raxaul in India to Amlekhganj in Nepal.


            Bulk LPG to Nepal Oil Corporation is dispatched through road tankers positioned by private bottlers of Nepal Oil Corporation at Indian Oil Corporation Ltd. (IOCL)Refineries.  Supplies to Nepal during last three years have been as under:



In case of enhanced demand from Nepal, supplies will be augmented once the Paradip Refinery is commissioned.

National Gas Pipeline Authority



            The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that the details of existing natural gas pipelines along with their capacity to transport the gas is enclosed as Annexure-I.

            In order to complete the gas grid across the country, about 11,900 km of pipelines have already been authorized by Petroleum & Natural Gas Regulatory Board (PNGRB)/Government of India and 1200 km of pipeline is under bidding process by PNGRB. For completion of gas grid, 2500 km of pipelines have been identified for development through PPP mode.

          Presently, there is no proposal with PNGRB for setting up a National Gas Pipeline Authority.

         The details of the Bhatinda-Jammu-Srinagar and Jagdishpur-Haldia pipeline projects along with the current status is enclosed at Annexure-II.

       The onus for arranging of funds for laying of natural gas pipelines vests with the entity authorized by PNGRB/Government.

        For working out the implementation of the Budget announcement, Ministry has identified various pipelines and spur line pipeline sections to be developed to complete the National Gas Grid.  Further, Ministry has identified 3 pipeline sections of the total length of about 2500 km for implementation through PPP mode with Viability Gap Funding (VGF). Ministry has approved a pipeline section (Ranchi-Talcher-Paradip) for implementation through PPP mode as pilot project and the remaining 2 pipeline sections viz., Barauni-Guwahati-Agartala and Haldia-Paradip/Srikakulam would be considered through PPP mode with VGF after successful completion of the pilot project. The details of natural gas pipelines that would form part of the National Gas Grid along with their present status are enclosed at Annexure-II.

Green Fuel Projects



            The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that presently, Govt. is broadly following the under-mentioned order of priority in allocation of domestic gas:

(i)        Existing Gas based Urea plants.

(ii)       Existing Gas based LPG plants.

(iii)     Existing grid connected and gas based power plants.

(iv)      City Gas Distribution (CGD) network for domestic and transport sectors

(v)       Other sectors including steel, refineries, petrochemicals, CGD for industrial and commercial customers etc.

          However, in order to comply with the orders of Hon’ble Supreme Court in the case of M.C. Mehta Vs UOI & Ors. in WP 13029/1985, April, 2002 directing to accord highest priority to transport sector in allocation of natural gas, it has been decided to meet the entire requirement of CGD entities for CNG (transport) and PNG (domestic) segments through domestic gas.

          PNGRB has envisaged a phased roll out plan for development of CGD networks in several Geographical Areas (GAs) in various States depending on the natural gas pipeline connectivity/natural gas availability. The GAs are included in bidding rounds in a phased manner taking into account the natural gas pipeline connectivity/natural gas availability and feasibility for grant of authorization to develop CGD networks. PNGRB has been considering entire districts, which includes small towns/less populated villages, as GAs for development of CGD network.

          The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that the fall in crude oil prices has adversely affected the financial performance of Public Sector Oil Companies.  While the adverse impact on performance of Upstream Oil PSUs is on account of reduction in gross revenue on sale of crude oil and petroleum products; down stream Oil PSUs have incurred huge inventory losses.

Provisional Bills of IGL

The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that the process of raising bills on domestic Piped Natural Gas (PNG) consumers at Indraprastha Gas Limited (IGL) has been adopted as prescribed in Petroleum and Natural Gas Regulatory Board (PNGRB) (Code of Practice for Quality of Service for City or Local Natural Gas Distribution Networks) Regulations, 2010. According to these Regulations, the bill on customer is raised at bi-monthly frequency on the basis of meter reading collected from the PNG meter installed at customer`s premises.

In case the meter is not read during any billing cycle due to reasons attributable to domestic consumer, like unavailability at home at the time of visit etc. IGL sends a provisional bill based on average consumption of last six billing cycles as per Clause 6, Sub-Clause (1), Section G of said Regulations.

CNG/PNG Network

           The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that the details of Compressed Natural Gas (CNG) stations and Piped Natural Gas (PNG) domestic connections and Industrial connections  is annexed.   The price of CNG/PNGare not fixed by the Government. The price of CNG/PNG in any Geographical Area (GA) is fixed by the concerned City Gas Distribution Company (CGD) operating in that particular GA.

As on 28.02.2015 Mahanagar Gas Limited (MGL) has 15,717 customers on the waiting list. For expeditious connections, MGL is taking the following steps:

i. Regular follow up with statutory authorities like (MCGM, TMC, CIDCO, NMMC) for obtaining requisite permissions for laying of new infrastructure to cater more domestic connection;

ii. Appointment of additional site engineers and contractors;

iii. Enhancement of MGL’s internal resources;

iv. Focus on developing new plumbers through CSR initiatives.

v) Focus on enhanced coordination between plumbers and sales representatives to register and connect customers expeditiously.

Blending of Ethanol


            The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that on 2.1.2013, the Government of India notified that the Oil Marketing Companies shall sell Ethanol blended Petrol with percentage of ethanol upto ten per cent and as per the Bureau of Indian Standard (BIS) specification to achieve five per cent ethanol blending across the Country as a whole.

            The quantum of ethanol offered by ethanol producers and procured and utilized by OMCs since 2011-12 (Sugar year** wise) is as under :

* LOIs were issued to vendors but none came forward to sign agreement after the CCEA decision in November 2012 which made ethanol procurement market driven through a tender route.
** Sugar year is from October to September  next year.


The quantity of ethanol supplied by the ethanol producers has been blended with petrol by the OMCs during the said period.

Moreover, in order to improve the availability of ethanol, the Government, on December 10, 2014, fixed the price of Ethanol in the Range of Rs. 48.50 to Rs. 49.50, depending upon the distance of distillery from the depot/installation of the OMCs.  The rates are inclusive of all central and statutory levies, transportation cost etc, which would be borne by the Ethanol suppliers. 

            Further, ethanol produced from other non-food feedstocks besides molasses, like cellulosic and ligno cellulosic materials including petrochemical route, has also been allowed to be procured subject to meeting the relevant Bureau of Indian Standards (BIS) specifications.

Speciality Petro-Chemical Plants


            The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that since de-licensing of the refinery sector in June, 1998, a refinery can be set up anywhere in India by a Private or Public Sector Enterprise, depending on its techno-commercial viability. Oil Marketing Companies (OMCs) have set up/proposed to set up petrochemical projects in the existing/new refineries as per details given under:-

Indian Oil Corporation Ltd. (IOCL)

(i) Set up Linear Alkyl Benzene (LAB) unit at Gujarat Refinery.

(ii) Set up Paraxylene (PX) unit and Purified Terephthalic Acid (PTA) at Panipat Refinery.

(iii) Set up Naphtha Cracker complex along with downstream polymer units in Panipat Refinery.

(iv) Setting up a new Polypropylene (PP) unit at Paradip Refinery.

Bharat Petroleum Corporation Ltd. (BPCL)

(i)  Setting up of Petrochemical Complex as part of Integrated Refinery Expansion Project in its Kochi Refinery.

Hindustan Petroleum Corporation Ltd. (HPCL)

(i) Evaluating the feasibility to set up a Refinery-cum-Petrochemical Project in Andhra Pradesh.

(ii) Refinery-cum-Petrochemical Project in collaboration with Government of Rajasthan at Barmer in the State of Rajasthan approved.

Methane Gas Blocks

            The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that the Government has awarded 33 blocks for exploration and exploitation of Coal Bed Methane (CBM). The details of CBM blocks State/UT-wise including Tamil Nadu are placed at Annexure-I.

In the State of Tamil Nadu, one CBM block, namely, MG-CBM-2008/IV has been awarded to M/s Great Eastern Energy Corporation Limited (GEECL). The contract for the block measuring 667 sq. km. of area was signed on 29.07.2010 between Government of India and M/s GEECL for exploration and exploitation of CBM gas in Mannargudi area of Tamil Nadu. The Petroleum Exploration License (PEL) was granted by State Government of Tamil Nadu to M/s GEECL on 04.11.2011. The contractor, M/s GEECL, is to execute a Minimum Work Program but has not commenced any work in the awarded block so far.

Presently CBM is being produced from 3 blocks, namely, Raniganj (South), Raniganj (East) and Jharia. Current status for all blocks is placed at Annexure-I.
