The Council of Ministers had reviewed the rise of Prices and availability
of essential commodities in the State and felt that there is need to constitute a
State Level Coordination Committee to review the Prices and availability of
Essential Commodities, Action Plan for cropping pattern to the food grains
which are in greater demand to meet the requirement of the State.

2.  The State Government has already constituted vide reference first read
above a Price Monitoring Committee under the Chairmanship of the Chief
Secretary to review the price rise, availability and intervention from
government side to control the price rise including the corrective steps to be
taken and to report to the Group of Ministers and Government.

3.  The Coordination Committee shall look into the aspects of preparation of
advance ACTION PLAN to each food grain and cropping pattern required to
meet the local demand, creation of awareness among the public about the
nutritional value of the cereals and the quantum of its utility in the State, soil
conservation and potentiality of soil for growing the crop pattern district wise
to assess the demand and marketing etc. The coordination committee is
hereby constituted with the following:-

1. Chief Secretary to Government :  Chairman
2. Commissioner of Agriculture : Member
3. Commissioner of Agricultural Marketing Member
4. Commissioner of Civil Supplies & Member Ex-Officio Secretary,
5. Commissioner of Horticulture :  Member
6. Managing Director, AP MARKFED :  Member
7. Managing Director, AP Oilfed :  Member
8. Director of Economics & Statistics :  Member

4.  The above Coordination Committee at State Level shall meet as
frequently as required, preferably before the 1 st Cabinet meeting of the
month. The Committee shall submit a STATUS NOTE on the advance ACTION
PLAN for crop production, assessment of seasonal conditions, water facility,
land under cultivation of each food grain to assess the quantum of production
/yielding in a particular season kharif/Rabi which enable to make arrangements
for establishment of marketing facilities, growing of food grains, cereals, pulses
cropping pattern district wise to make specialized production of each food
grain. If required, an appropriate MSP system be put in place so that the food
grains which are in greater demand are produced, the committee shall also
recommend the action to be taken under Market Intervention.

5.  The Committee may also take advice from Technical Expertise from
Agriculture Specialists, Universities, like ICRISAT, ANGRAU and Experts from
soil testing Institutions to assist the above Coordination Committee for taking
policy decision in attaining the self sufficiency of production of food
grains/pulses/cereals and Oil seeds which is a saving of Foreign Exchange to
the State/Central Government and reduce the stress on main food grains like
rice and wheat and also useful for diversion of Crops which helps in increase in
food production and to meet the challenge from drought conditions.

6.  The Commissioner of Civil Supplies & EX-Officio Secretary to
Government, CA, F & CS Department will act as Member Convener to the State
Coordination Committee. The Office of the Commissioner of Civil Supplies will
give the Secretarial assistance to the State Coordination Committee.

7.  The Commissioner of Civil Supplies, A.P. Hyderabad is requested to take
necessary further action in the matter.
