O R D E R:
 The following notification shall be published in the Extra-ordinary issue
of the Telangana Gazette, Dated 01-04-2015.
NOTIFICATION
 The following draft amendment to the Telangana Motor Vehicles Rules,
1989, (issued in G.O.Ms.No. 216, Transport, Road & Buildings (Transport – II)
Dept dated 7th August 1989, and published at pages 1-315 of the Rules
supplement of Part –I Extraordinary issue of Andhra Pradesh Gazette, dated
the 25th August, 1989), adapted in G.O. Ms. No. 2, Transport, Roads &
Buildings (Tr.I) Department, dated 17.06.2014 is proposed under the powers
conferred by sub-section (1) and Clause (b) of sub-section (2) of section 38 of
the Motor Vehicles Act 1988 (Central Act 59 of 1988) read with sub–section
(2) of Section 29 is hereby by published in the Telangana Gazette for the
general information as required by sub-section (1) of section 212 of the said
Act.
 Notice is hereby given that the said draft will be taken into
consideration by the Government on or after the expiry of (30) days from the
date of its publication of this notification in the Telangana Gazette and any
objections or suggestions which may be received from any person within the
aforesaid period thereof will be taken into consideration by the Government of
Telangana. Objections and suggestions should be addressed to the Secretary
to Government, Transport, Roads & Buildings Department, A-Block, 4th Floor,
Telangana Secretariat, Hyderabad in duplicate.

DRAFT AMENDMENT

In the said Rules,
(1) In rule 72 for proviso 3rd and 4th, the following provision shall be
substituted, namely,
“Provided further that a Stage Carriage can be operated without a
conductor if the driver of the said stage carriage acts as a conductor, subject
to the condition that he is exempted from possession of conductor’s licence
under rule 72-A”
(2) After rule 72 the following new rule 72-A shall be inserted,
namely,-
72-A: Notwithstanding anything contained in rule 72, the drivers of stage
carriages performing the functions of Conductors are exempted from
possession of conductor’s licence required under sub-section (1) of Section
29 of the Act subject to the following conditions:
(1) The driver, acting as conductor in a Stage carriage shall
have the Educational Qualifications prescribed in Rule 54.
(2) The driver shall possess a certificate in First-Aid as provided
 for in Rule 55.
(3) The driver shall have undergone training for a minimum
 period of (3) days in the operation of issue of tickets
 through ticket issuing machine or through other means.
(4) The afore-stated training may be imparted by any school or
establishment which is licensed under Section 12 of the Act
and a certificate to the effect that a person completed the
said training successfully shall be issued by the said school
or establishment.
(5) The certificate referred to in sub-rule (4) shall be carried by
a driver while performing the duties of a conductor and
shall be produced, on demand, by any checking officer,
authorized to check the stage carriages.
(6) The fee for the training referred to in sub-rule 4 is Rupees
one hundred only.

Amendment Preliminary Notification –Issued.

 Read:
From the Transport Commissioner, Telanagana State, Hyderabad,
Letter No.2667/R/2014, Dated: 05.01.2015.

O R D E R :
In the reference read above, the Transport Commissioner
Telangana State, Hyderabad has requested for making the fitment of
GPS/GPRS tracking devices/ gadgets mandatory in the public service
vehicle the permit conditions of such vehicles as notified in the
Telangana Motor Vehicle Rules and to amend Rule 185 (b) of Telangana
Motor Vehicle Rules suitably.
The Government after careful examination of the matter and
hereby decided to amend the said Rules suitably.
Accordingly, the following notification shall be published in the
Extra-Ordinary Issue of the Telangana State Gazette, Date 01-04-2015.
PRILIMINARY NOTIFIACTION
The following draft amendment to the Telangana Motor Vehicle
Rules 1989, (issued in G.O.Ms.No.216, Transport, Roads and Buildings
(Transport-2) Department, dated 7th August 1989 and published at
pages 1-315 of the Rules Supplement part-I, Extraordinary issue of
Andhra Pradesh Gazette dated 25th August 1989) adapted in G.O.Ms.No. 2,
Transport, Roads and Buildings (Tr-I) Department, dated:17-6-2014) as
subsequently amended is proposed to be made in exercise of the powers
conferred by section 96 of the Motor Vehicle Act,1988 (Central Act 59 of 1988)
and is hereby published in the Telangana Gazette for the general information
of the public as required by sub section (1) of section 212 of the said act.
Notice is hereby given that the said draft amendment will be taken into
consideration by the Government after expiry of a period of thirty (30) days
from the date of publication this notification in the Telangana Gazette and any
objection or suggestions, which may be received from any person within the
aforesaid period thereof will be taken into consideration by the Government of
Telangana. The objections and suggestions should be addressed to the
Secretary to Government, Transport, Roads & Buildings Department,
Secretariat , Government of Telangana Hyderabad in duplicate.
AMENDMENT
In the said Rules, after rule 185 (b) (iv) the following shall be inserted,
namely:-
(v) Such categories of the Public Service Vehicles operating in the limits
of Greater Hyderabad Municipal Corporation, Hyderabad shall be fitted with
tracking device with GPS/GPRS facility connected with the Central Control
Room established by Hyderabad City Police for identifying/locating the vehicle
in cases of exigencies.
