AIR Services at Tourist Sites
Domestic air transport services have been
decontrolled & deregulated. Government has laid down route dispersal
guidelines with a view to achieve better connectivity to remote areas and
different regions of the country. It is, however, up to the airlines to provide
air services to specific places depending upon the traffic demand and
commercial viability. As such the airlines are free to operate anywhere in the
country subject to compliance of route dispersal guidelines issued by the
Government.
The Government has taken several measures to help
the industry so that benefits percolate down to common man. These steps are
persuading State Governments to reduce VAT on ATF, allowing direct import of
Aviation Turbine Fuel by Indian Carriers as actual users, permitting foreign
airlines to participate up to 49 percent in the equity of scheduled air
transport undertaking, allowing External Commercial Borrowings (ECB) for
working capital requirement of airline industry for a period of one year
subject to a total ceiling of US $1 billion and tax concession for parts of aircraft
and testing equipment for third party maintenance, repair and overhaul of civil
aircraft.
The Ministry of Tourism compiles data only on
number of domestic and foreign tourist who visited various States and
UTs. The details of the same for the period 2012-14 are given
below. This information for 2015 is not available.

Sustainable Tourism Criteria for India
The Ministry of Tourism has launched a Comprehensive Sustainable Tourism
Criteria for India (STCI) for three major segments of tourism industry, namely
Tour Operators, Accommodation and Beaches, Backwaters, Lakes & Rivers
sectors. The criterion has been adopted by the stakeholders.
Further, the Ministry has guidelines for approval of Hotel Projects at the implementation stage and also guidelines for classification/re-classification of operational hotels under various categories. As per these guidelines, hotels at the project stage itself are required to incorporate various eco-friendly measures like Sewage Treatment Plant (STP), Rain Water Harvesting System, waste management system, pollution control, introduction of non-Chlorofluorocarbon (CFC) equipment for refrigeration and air conditioning, measures for energy and water conservation etc. Under the guidelines for project level & classification/re-classification of operational hotels, it has been prescribed that the architecture of the hotel buildings in hilly and ecologically fragile areas should be sustainable and energy efficient and as far as possible be in conformity with the local ethos and make use of local designs and material.
The tour operators approved by Ministry of Tourism have to sign a pledge for commitment towards Safe & Honourable Tourism and Sustainable Tourism to fully implement Sustainable Tourism practices, consistent with the best environment and heritage protection standards, such that the present tourism resource requirements optimize both local community benefit and future sustainable uses.

Crime Against Women Tourists
The Ministry of Tourism does not compile the data
regarding crime against foreign or domestic tourists. However, the
National Crime Records Bureau (NCRB), Ministry of Home Affairs has started
collecting data on crime against foreign tourists since 2014. Hence data on
crime against foreign tourist prior to 2014 is not available with NCRB. The
total number of cases registered under crime against foreign tourists were 384
during 2014. The State-wise/UT-wise number of reported incidents against
foreign tourist during 2014 is given below. This information is not available
for 2015.
The steps taken by Ministry of Tourism to ensure
the safety and security of tourists including foreign tourists are as below:
i) 24X7 (all days) in a year offering a
“multi-lingual helpdesk” in the designated languages to provide support service
in terms of providing information relating to Travel & Tourism in India to
the domestic and International tourists and to assist the callers with advice
on action to be taken during times of distress while travelling in India and if
need be alert the concerned authorities. The languages handled by the Tourist
Helpline include ten International languages besides English and Hindi, namely,
Arabic, French, German, Italian, Japanese, Korean, Chinese, Portuguese, Russian
and Spanish. The calls made by tourists (both international and domestic) while
in India will be free of charge.
ii)
Adoption of code of conduct for Safe and Hon’ble
Tourism, which contains a set of guidelines to encourage tourism activities to
be undertaken with respect to basic rights like dignity, safety and freedom
from exploitation of both tourists and local residents, in particular women and
children.
iii)
All the Chief Ministers of the State Governments and
Administrators of Union Territory Administrations have been asked to take
immediate effective steps for ensuring a conducive and friendly environment for
all tourists and also requested to publicize the steps being taken/proposed to
be taken to increase the sense of security amongst the present/prospective
visitors and also to counter the negative publicity, if any.
iv)
The National Tourism Ministers’ Conference was convened on
18th July, 2013 and 21st August 2014 in New Delhi which
resolved that the Departments of Tourism of all States and UTs will work for
ensuring the safety and security of tourists, especially women. The State
Governments/UT Administrations of Andhra Pradesh, Goa, Karnataka, Kerala,
Maharashtra, Himachal Pradesh, Rajasthan, Jammu & Kashmir, Uttar Pradesh,
Delhi, Punjab, Madhya Pradesh and Odisha have deployed Tourist Police, in one
form or the other.
v)
Grant of Central Financial Assistance to the State
Governments of Rajasthan, Uttar Pradesh and Andhra Pradesh for setting up of
Tourist Facilitation and Security Organization (TFSO) on a pilot basis.
vi)
In the wake of some unfortunate incidents happening
involving foreign tourists, Ministry of Tourism posts an advisory on its
website www.incredibleindia.org.
vii)
The Ministry of Tourism has issued the Guidelines on Safety and
Security of Tourists for State Governments/Union Territories and Tips for
Travellers in September 2014. These guidelines were sent to the State
Governments/Union Territories and other relevant authorities to stress the
importance of safety and risk management, assist in identifying best practices
and encourage closer cooperation for ensuring a pleasant experience to the
tourists. The Guidelines are indicative references that may be useful to the
States in sharing or adopting the best practices and design their domestic
measures to better protect tourists. In addition to these guidelines
“Tips to Travellers” are also offered to make the visit of tourists to
Incredible India, a memorable experience.
The foreign tourist arrivals (FTAs) in India has
shown continuous increase in last 5 years. The number of FTAs in India

Parytak Mitra Programme of M/O Tourism
The Ministry of Tourism has launched a
programme open to college going students to inculcate in them appropriate
tourism traits and knowledge, to enable them to act/work as Tourist
Facilitators (Parytak Mitra).
The development and promotion of tourism is primarily the responsibility of the State Governments/Union Territory Administrations. The Ministry of Tourism as part of its ongoing promotional activities releases campaigns in the international and domestic markets and also undertakes other promotional activities under the Incredible India brand-line to promote India as a holistic destination for tourists and to showcase its various tourism destinations and products. At present, the Ministry of Tourism does not have any proposal for using the youths from different genres as brand ambassador in its Incredible India Campaigns to attract foreign tourists.
