Government to make all efforts to ensure participation of Boxers in the Rio Olympics under the national Flag
Secretary, Department of Sports, Shri Rajeev Yadav took a meeting yesterday to discuss issues relating to participation of Indian Boxers in the Rio Olympics. The meeting took place in the backdrop of reports that the Amateur International Boxing Association (AIBA) is insisting on formation of a duly elected National Federation for Boxing before 31st March, 2016 and that failure to do so would have an adverse effect on the eligibility of Indian boxers for participation in the Rio Olympic Games.
The meeting was attended, among others, by Director General of Sports Authority of India who is a Member of the AIBA-appointed Ad-hoc Committee for boxing in India. Secretary (Sports) observed that due to factional fights, it has not been possible to put in place an AIBA-recognized National Sports Federation for Boxing. As a result, Boxing, a sport in which India was making rapid progress, has suffered setbacks. Grass-root development as well as elite sport has suffered. He urged all concerned including the Indian Olympic Association to come together and pave the way for formation of a duly elected body in the interest of Boxing and boxers in India. He stated that this needs to be done at the earliest in view of the Olympics to be held in Rio de Janeiro in August this year. He also stated that the Government would make all efforts to ensure that preparation of India’s Boxers for Rio Olympics goes on unhindered and that they participate in the Rio Olympics under the national Flag.
Earlier, on 10th March, 2016, the DG SAI held a meeting with all concerned to devise a road-map for establishment of a duly elected National Federation for Boxing in India.

Sports Ministry revises Guidelines for Appointment of Government Observers for various Sports Disciplines.
With the objective of promotion of sports in the country, the Government of India has revised the guidelines for appointment of Government Observers for various sports disciplines.
The Government Observers will keep the government informed about fair play in the selection of teams, performance of teams at international level, training of sub-junior and junior level athletes and performance of Indian and foreign coaches. They will also study the infrastructural gaps at national coaching camps and play an important role in preparation of Annual Calendar of Training and Competitions (ACTC). In addition, they will provide technical advice to Sports Authority of India and will maintain data on individual athletes and coaches.
Initially, the Government Observers will be appointed for High Priority / Priority category sports disciplines. Each sports discipline will be provided 1 male and 1 female Government Observers. Foreigners may also be considered for such appointment.
The Government Observers will be appointed through open advertisements. They will not be paid regular salary, but honorarium for their work which will be dependent on number of their visits to national coaching camps etc. – thus establishing a direct relationship between their work and payment.

Release of Funds under RGKA
The Minister of State (Independent
Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that the RGKA Scheme
provides for construction of an integrated sports complex in each block of the
country both for outdoor and indoor sports disciplines. It also provides for
central assistance for sports equipment. The RGKA Scheme also provides for
grant-in-aid for holding competitions, viz, Rural Competitions, Women
Competitions, North East Games and Competitions in Left Wing Extremism Affected
Areas at various levels, i.e., block, district, State and National levels.

In a written reply in
the Lok Sabha today the Minister said, the Scheme was evolved to provide for
funding of infrastructure component through convergence of various Schemes
implemented by Ministry of Rural Development, Ministry of Panchayati Raj,
Ministry of Development of North East Region, and erstwhile Planning Commission.
However, no funds could be obtained due to non-convergence of various Schemes
by the concerned Ministries. Therefore, no funds have been released for
construction of block level sports complex under RGKA. In the meantime, it has
been decided to restructure and merge a number of Centrally Sponsored Schemes,
including the RGKA, into one Central Sector Scheme for better implementation.

Financial Assistance for Construction of Stadium
The Minister of State (Independent
Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that Sports
is a State subject and it is primarily the responsibility of the State
Government to create adequate sports infrastructure for promotion of various
sports in the country. The Central Government complements/supplements the
efforts of the State Governments.
The Ministry of Youth Affairs &
Sports does not implement any Scheme for construction of stadium. However, for
developing sports infrastructure at Village and Block Panchayats, the Ministry
of Youth Affairs & Sports implemented Panchayat Yuva Krida aur Khel Abhiyan
(PYKKA) Scheme from 2008-09 to 2013-14.

The State-wise and
year-wise details of funds released to States/UTs for development of
infrastructure under PYKKA Scheme during 2008-09 to 2013-14 are at Annexure-I.
The PYKKA Scheme was restructured as Rajiv Gandhi Khel Abhiyan (RGKA) w.e.f.
01.04.2014 which provides for construction of an integrated sports complex in
each block of the country both for outdoor and indoor sports disciplines. The
Ministry is also implementing Urban Sports Infrastructure Scheme (USIS) for
developing sports infrastructure such as synthetic athletic track, artificial
tracks for hockey and football and construction of Multi-purpose hall.
In the meantime, it
has been decided to restructure and merge a number of Centrally Sponsored
Schemes including the RGKA and USIS, into one Central Sector Scheme to address
provision of infrastructure.
In a written reply in the Lok Sabha
today the Minister said, While no funds have been released for construction of
block level sports complex under RGKA to the any State including Madhya Pradesh,
a project of laying a synthetic hockey field at Ranital Sports Complex at
Jabalpur in Madhya Pradesh was sanctioned on 18th October, 2011
under Urban Sports Infrastructure Scheme (USIS) at an estimated cost of Rs.
4.81 crore out of which Rs. 3.62 crore was released as first installment. The
Utilization Certificate (UC) for the released amount of Rs. 3.62 crore became
due on 31st March, 2013 and has not been received. Accordingly, Government of
Madhya Pradesh were asked to return the sum of Rs. 3.62 crore along with the
interest @ 10% per annum in accordance with the provisions of General Financial
Rules (GFRs), 2005. Reply is awaited. Meanwhile, proposals for construction of
multi-purpose indoor hall at T.T. Nagar, Bhopal and laying of synthetic athletic
track and construction of multi-purpose indoor hall at Sports Complex, Vidisha
were received from Government of Madhya Pradesh. The proposals could not be
processed for sanction since Utilization Certificate (UC) in respect of a
project of laying of synthetic hockey field at Ranital Sports Complex,
Jabalpur, has not been received from Government of Madhya Pradesh as yet.
