Identification of Cities for City Gas Distribution
Project
The Minister of State
(I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the
Rajya Sabha in a written reply today that in
year 2007, Government has established Petroleum and Natural Gas Regulatory
Board (PNGRB) under the PNGRB Act 2006. Under the Act, PNGRB grant
authorization to the entities for developing a City Gas Distribution (CGD)
network in the specified Geographical Area (GA) of the country through a
bidding process. (PNGRB) has envisaged a phased roll out plan for development
of CGD networks in several Geographical Areas (GAs) in various States. The GAs
are included in bidding rounds in a phased manner depending on the natural gas
pipeline connectivity/natural gas availability and feasibility for grant of
authorization to develop CGD networks in the country. PNGRB has identified 34
GAs for which bids were invited on 1st October 2015. The list
of 34 GAs bid under the 6th round of CGD bidding is at Annexure-I.
PNGRB has envisaged a phased roll out plan for
development of CGD networks in the country depending on the natural gas
pipeline connectivity/natural gas availability in the country including the
State of Tamilnadu.

DBT Scheme for Kerosene
The Minister of State (I/C) for
Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Rajya Sabha in
a written reply today that Government has announced implementation of Direct
Benefit Transfer (DBT) in Kerosene w.e.f. 01.04.2016 in 33 districts identified
by 9 State Governments namely, Chhattisgarh, Haryana, Himachal Pradesh,
Jharkhand, Madhya Pradesh, Maharashtra, Punjab, Rajasthan and Gujarat.
Where the scheme for direct transfer of subsidy is introduced, the consumer will pay the non-subsidized price of kerosene at the time of purchase. Subsequently, the amount of subsidy will be directly transferred to the bank account of the beneficiary. To avoid any inconvenience to the beneficiary during the initial purchase through payment of non-subsidized price, an initial amount of subsidy shall be credited to all eligible beneficiaries. As a part of this scheme, implementing States will be given fiscal incentives equivalent to 75 % of subsidy saved in the first two years, 50 % of subsidy saved in third year and 25 % of subsidy saved in 4th year. The Ministry is also in touch with other States for them to join the DBTK Scheme.

80 lakh LPG consumers voluntarily surrender subsidy
on LPG
The Minister of State (I/C) for
Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Rajya Sabha in
a written reply today that the response from LPG consumers to the ‘GiveItUp’
campaign initiated by the Ministry to voluntarily surrender subsidy is
overwhelming and as on 03.03.2016 more than 80 lakh LPG consumers have
voluntarily surrendered subsidy on LPG. More than 53 lakh consumers have
voluntarily surrendered subsidy on LPG in the last six months.
Oil Marketing Companies (OMCs) are making efforts to target the higher income group (taxable income of more than Rupees 10 lakh) using technology and available information. For the list of consumers already available with OMCs, SMSs have been sent to the consumers to submit self declaration form. Consumers are also provided with on-line facility to declare their income and submit their self declaration in the prescribed form to distributors, if the taxable income of self or his/her spouse exceeds Rs. 10 lakh.
For top 10 metros of the country, where most of the high income tax payers are likely to be residing, a suitable question has been built in the IVRS/SMS platforms for ascertaining the income status of the LPG consumers. During telephonic calls also for refills, this is being done.
Consumer applying for new connection is also required to make declaration of his or his/her spouse of taxable income exceeding Rs. 10 lakh during the previous financial year computed as per Income Tax Act, 1961.
