Festival
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that the Department of Youth
Affairs organises a National Youth Festival every year, in collaboration with a
State willing to host the Event. About 75-100 participants from every State/UT,
primarily students and youth in the age group of 15-29 years, participate in
the Festival. These youth interact with each other and take part in various
activities like Yuva Kriti, Young Artist Camp, Skill development programme,
Suvichar & Youth Convention, One Act play, Folk Dance etc. This event
greatly contributes to National integration.
Such programme is organized once every year. In the Year 2015, it was held in Guwahati, Asssam.
In a written reply in the Lok Sabha today the Minister said, approximately around 5000 young delegates from all over the country participate in the national youth festival every year.

Skill
Development in Health Sector
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that as per sector wise
studies conducted by National Skill Development Corporation (NSDC) the health
sector had an employment base of 35.90 lakh in 2013 projected to expand to 74
lakh in 2022. The study indicate shortage of skilled allied health
professionals in the categories of technicians, health worker male, rural
health care and management. The Government has taken several steps to address
skilled manpower needs of health care sector. A health care Sector Skill
Councils has been created to assess skill gaps in this sector and develop
standards for various job roles for training courses. Ministry has also signed
an MOU with Ministry of Health and Family Welfare for training of allied health
professionals.
In a written reply in the Lok Sabha today the Minister said, moreover, under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) training is being imparted for allied health professionals. In addition NSDC is also conducting training for allied health professionals in partnership with various Central Ministries, State Skill Development Missions and State Health Departments.

Skill
Development Centre
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that the Ministry of Skill Development and Entrepreneurship
(MSDE) has entrusted National Skill Development Corporation (NSDC) as
implementation agency for setting up aspirational ‘Model Skill Development
Centers’ in every district of India. These centres are
envisaged to offer industry-driven courses of high quality with focus on
employability. The process in this regard has already been initiated with NSDC
inviting Expression of Interest (EOI) on December 9, 2015.
He said, a list of NSDC’s Operational Training Centers,
(state/union territory wise) as on 31st January, 2016 is given at Annexure.
The training partners approved by the National Skill
Development Corporation or the Sector Skill Council are exempted from Service
Tax for services provided in relation to (a) the National Skill Development
Programme implemented by the National Skill Development Corporation; or (b) a
vocational skill development course under the National Skill Certification and
Monetary Reward Scheme; or (c) any other Scheme implemented by the National
Skill Development Corporation.
In
a written reply in the Lok Sabha today the Minister said, the following Non Statutory Agencies have been
designated for certification of skilled workers:
1) Central Board of Secondary Education.
2) State Boards for Secondary Education.
3) National Council for Vocational Training.
4) State councils for vocational training.
5) Sector Skill Councils set up through the National
Skill Development Corporation.

People
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that there are over 40 skill development schemes
implemented by over 18 Central Ministries/Departments across various sectors
which has the mandate to promote skilling of all the people including youth, in
the Country. Details of people trained under various skill
development schemes/programmes of over 18 Central Ministries/Departments during
the year 2014-15 to 2015-16 (upto December, 2015) are as under:-

Further,
the National Policy for Skill Development and Entrepreneurship, 2015 approved
by the Government on 15th July, 2015, projects Recognition of Prior
Learning (RPL), reskilling and upskilling of 298.25 million existing workforce
and skilling of 104.62 million new entrants over 2015-2022.
In
a written reply in the Lok Sabha today the Minister said, as an effort to align
skill development initiative with the incremental human resource requirement,
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has been launched by my Ministry on
15th July, 2015. The scheme has a budget provision of Rs. 1000 crore
for 2015-16 with the target to benefit 24 lakh persons
within one year across the Country with training of 14 lakh fresh entrants and
certification of 10 lakh persons under Recognition of Prior Learning (RPL).
National Skill Development Corporation (NSDC) is the implementing agency for
PMKVY. As on 29th February, 2016, 14.69 lakh candidates (including
37,490 candidates in Gujarat) have been enrolled under the scheme for
vocational training under different sectors across the Country with coverage of
29 States and 6 Union Territories (UTs).

The

Entrepreneurship Shri Rajiv Pratap Rudy has said that the government has
launched the flagship scheme, ‘Pradhan Mantri Kaushal Vikas Yojana (PMKVY)’ on
15th July, 2015 to enable and mobilize a large number of youth to take up
outcome based skill training and earn their livelihood. The scheme has the
target to benefit 24 lakh persons with training of 14 lakh fresh entrants and
certification of 10 lakh persons under Recognition of Prior Learning (RPL). The
National Skill Development Corporation (NSDC), the Public Private Partnership
(PPP) entity is the implementing agency for PMKVY. A total number of 410
Kaushal Vikas Shivirs have been organised across the Country under the scheme
out of which 11 have been organised in the State of Telangana.
As on 29th February, 2016, 14.69 lakh candidates (including 79,583 in Telangana) have been enrolled for vocational training under different sectors across the Country with coverage of 29 States and 6 Union Territories (UTs).

The
Deputy Prime Minister and Minister for Economy of Luxembourg Mr. Etienne
Schneider held a meeting with the Union Steel & Mines Minister Shri
Narendra Singh Tomar at Udyog Bhawan in New Delhi today. Both sides were also
represented by senior representatives from the government and industry.
While welcoming the delegates, Shri Tomar highlighted the initiatives taken by government of India for ease of doing business in India and invited the Luxembourg industry to be a partner in the growth journey of India. He pointed specific areas like Special Purpose Vehicles for integrated steel plants, mineral exploration & mining, steel-making technology and green technologies, where they can invest. Shri Tomar shared details of expenditure proposed in infrastructure sector in the recent budget and elaborated how this would boost the Indian economy and demand for steel. He assured the visiting delegation of all possible support from government of India and urged them to share their expertise and experience in advanced technologies with Indian companies.
Mr. Etienne Schneider appreciated the visible progress made by India after the formation of new government as a result of various strategic initiatives. He explained how steel industry had played a key role in the formative years of their country and that some companies from Luxembourg are leading players the modern steel and green technology space. In last one decade, the country has diversified into sectors like financial, information-communication-technology, space, satellite and logistics, he added. Mr. Schneider sought details of India’s experience in facing the challenges of steel sector so that their country could emulate India.
Secretary Steel, Smt. Aruna Sundrarajan stated that Luxembourg is a valued and strategic partner for India. She pointed out areas of possible cooperation between the two countries including value addition, productivity enhancement and Research and Development.
The delegation expressed keen interest in progress of SAIL-Arcelor Mittal Joint Venture, offered to partner for coke-oven making technologies and highlighted how companies from Luxembourg are supporting ‘Make in India’ initiative by building facilities for equipment services and coke over battery technology.

Trust handles record cargo in February 2016
Paradip
Port Trust has achieved record handling of 7.09 Million Metric Tonnes of cargo
in a single month in February 2016, surpassing the previous highest quantity of
6.50 Million Metric Tonnes of cargo handled in a month during January 2016.
This is a growth of approximately 26 per cent over the corresponding month last
year
Paradip Port Trust has handled 68.77 Million Metric Tonnes of cargo till the end of February 2016 as compared to 64.52 Million Metric Tonnes handled during the corresponding period of previous year. This is an increase of 6.58 per cent over the traffic handled during the corresponding period of the previous year.

The Department of Biotechnology (DBT) is supporting cutting edge research for development of new Biopharmaceutical drugs in different universities, research institutes and laboratories across the country. Through Biotechnology Industry Research Assistance Council (BIRAC) a Public Sector of DBT a number of Start-ups, SMEs and Biotech companies are developing such new drugs.

Prime Minister
will launch Setubharatam project to make National Highways Railway Crossing

The
Government has decided to launch ‘Setubharatam’ project to make all National
Highways railway crossing free by the year 2019. The Prime Minister will launch
the project at a function on 4th March, 2016 in New Delhi.
Minister of Road Transport & Highways and Shipping Shri Nitin Gadkari told newspersons that under the project 208 places have been identified for construction of rail over-bridges or underpasses. He said that an expenditure of Rs. 10,200 crore is expected to be incurred on the project.
The Minister said that in addition to the above, 1500 new bridges are also proposed to be constructed to replace the old bridges.
He also outlined the roadmap for the Ministries of Road Transport & Highways and Shipping in the coming years and said the Budget 2016-17 provisions will go a long way in giving a boost to these sectors.
