Naxalites killed in encounter in Ranchi
04 LWE cadres
including 01 woman were killed during an encounter between Left Wing Extremists
(LWEs) and Security Forces (SFs) on intervening night of 18-19.02.2016 at
Nawadih, close to Ghagrabeda, under Bundu police station of Ranchi district in
Jharkhand. The details of security forces (SFs) personnel killed and LWE cadres
killed in encounters in the country during last three years and in the current
year (upto 29th February) are given below:

In order to bring Left Wing Extremists into the mainstream, the State
Governments have their own surrender and rehabilitation policies. In order to
supplement the efforts of the State Governments, the Central Government
reimburses the expenditure incurred by the State Governments on rehabilitation
of surrendered Left Wing Extremists under the Security Related Expenditure
(SRE) Scheme for Left Wing Extremism affected States in terms of its own
revised guidelines effective from 01.04.2013. As per the revised
guidelines, the Central Government provides reimbursement of expenditure
incurred on the grant for surrendered LWE cadres subject to ceiling of Rs. 2.5
lakh for a higher ranked LWE cadre and Rs. 1.5 lakh for a middle / lower ranked
LWE cadre. The additional incentives given for surrender of weapons/ammunition
is also reimbursed which ranges from Rs. 10 to Rs. 35000 per weapon depending
on type of weapon surrendered from detonator to Light Machine Gun, Rocket
Launcher etc. In addition, the monthly stipend of upto Rs. 4000 per month is
paid for a maximum period of 36 months to the surrenderee.

Advanced arms and ammunition to security forces to
fight terrorists
The Central and State Security Forces and
Intelligence agencies are well equipped with modern resources and equipments.
The Central Government is assisting the States in this regard through schemes
like Modernization of Police Forces (MPF) Scheme, Security Related Expenditure
Scheme (SRE) and Modernisation Plan-II for CAPFs.
Under the MPF scheme, assistance is being provided under the components Mobility, Weaponry, Communication Systems, Training, Forensic Science Laboratory etc. All the forces have at one time or the other drawn resources from the Central Scheme of Modernization of Police Forces. At present, with higher devolution of finances to the States consequent to the recommendations of the 14th Finance Commission, the States are well placed to draw from their own resources for upgradation of anti-terror forces. Under the Modernisation Plan-II, the CAPFs are being provided superior arms and ammunition, modern equipment, efficient transport vehicles, state of art communication, surveillance and border guarding systems etc.

Video conferencing of David Headley
David Coleman Headley, an accused in the 26/11
Mumbai terror attack, on being produced before the Competent Court on
10.12.2015, through VTC from USA, had expressed a desire to become approver in
the said case, provided he is granted pardon by the Court. The Court of
competent jurisdiction in Mumbai had tendered pardon under Section 307 of the
Criminal Procedure Code 1973 to David Coleman Headley on the condition that he
will make factual and true disclosure of the entire criminal conspiracy behind
the 26/11 Mumbai Terror Attack, which was accepted by Headley. Thereafter,
Headley was examined by the prosecution as a witness in the trial case relating
to 26/11 Mumbai terror attack through Video Conferencing from USA. The matter
is still pending in the Court and the decision on sharing Headley’s disclosures
with Pakistan will be taken at the appropriate time.

Publishing of caste-wise data
The Government has constituted an Expert Group
under the Chairmanship of Shri Arvind Panagariya, Vice-Chairman, NITI AAYOG to
classify and categorize caste returns. The Expert Group is serviced by the
Department of Social Justice and Empowerment. The Group will associate experts
belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes and
Minorities including consultations with the concerned Ministries/Departments.

Policy of classifying documents
The documents are classified as ‘secret’, ‘top
secret’ and ‘confidential’ as per “Manual of Departmental Security
Instructions, 1994”. Various factors such as national security, national
interest and potentiality to embarrass the government in its functioning are
taken into consideration at the time of security classification of the
documents as Top Secret, Secret and Confidential.
Some of the recommendations received from the committee constituted by the Central Information Commission have been accepted by the Government and accordingly public authorities have been requested through an O.M. No. 1/34/2013-IR dated 29th June, 2015 to follow such recommendations.

Policy to compensate rape victims
The Government of India has set up a Central Victim
Compensation Fund under the Ministry of Home Affairs for assisting &
supporting Victim Compensation Schemes of States/Union Territories with an
initial corpus of Rs. 200.00 crore under the “Nirbhaya Fund”. The Scheme shall
give matching support to States/UTs for victims compensated on various grounds
such as loss and death with respect to acid attack, rape, human trafficking,
physical abuse of children, women victims of cross-border firing suffering
permanent or partial disability or death etc. The key features including aims
and objectives of Central Victim Compensation Fund (CVCF) are given below:
i. to support and supplement the existing Victim Compensation Schemes notified by States/UT Administrations,
ii. to reduce disparity in quantum of compensation amount notified by different States/UTs for victims of similar crimes, and
iii. to encourage States/UTs to effectively implement the Victim Compensation Scheme (VCS) notified by them under the provisions of Section 357A of Cr.P.C. and continue financial support to victims of various crime especially sexual offences including rape, acid attacks, crime against children, human trafficking etc. including women victims of cross border firing.
2. The guidelines of the Central Victim Compensation Fund (CVCF) Scheme have been circulated among all the States/UTs and are available at the website of Ministry of Home Affairs viz http://mha.nic.in

Relief and rehabilitation fund and assistance to
victims of Uttarakhand floods
The State Governments concerned are primarily
responsible for undertaking necessary relief, rehabilitation and reconstruction
measures in the wake of natural disasters including flood. The Government of
India supplements the efforts of the State Governments by providing financial
and logistics support, as and when necessary.
In order to support the affected people of Uttarakhand, the Government of India released an amount of Rs. 145 crore from SDRF to the State on 20.06.13 to enable relief and restoration works. In addition, the GOI has released an amount of Rs. 546.306 crore from the NDRF to the State Government for management of relief necessitated by notified natural disasters in the affected areas during 2013.
Regarding rehabilitation of people, who are affected by the natural calamities including flood, this has to be undertaken by the concerned State Government from its own resources/ Plan funds and in accordance with the rehabilitation policy of the State. The State Government through its established channels of administration monitors progress of the rehabilitation projects and construction work including supervision of project completion timelines. Information on completion of rehabilitation and reconstruction work is not maintained centrally.

Compensation to fishermen affected due to Hudhud
cyclone
The primary responsibility for disaster
management rests with the States. The concerned State Governments undertake
relief operations in the wake of natural disasters including cyclone from the
State Disaster Response Fund (SDRF) already placed at their disposal in
accordance with the GOI approved items & norms of assistance. The
Government of India supplements their efforts by providing assistance from the
National Disaster Response Fund (NDRF) by following the laid down procedure.
Information on compensation and institutional credit provided to fishermen/ owners of damaged boats is not maintained by this Ministry centrally, since the execution of relief activities on the ground is the responsibility of the State concerned.
