The Code of
Criminal Procedure (Bihar Amendment) Bill, 2011, seeking to amend section 353
of the Indian Penal Code by substituting the word “non-bailable” by the word
“bailable”, was received from the State Government of Bihar. The decision
withholding the assent of the President from the said Bill was duly conveyed to
the State Government.
This was stated by the Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary in written reply to a question by Smt Rama Devi in the Lok Sabha today.

Financial assistance to
anti-Sikh riot victims
As per
records, 3325 persons killed in the 1984 riots out of which 2733 persons were
killed in Delhi.
The Ministry vide its letter dated 16.12.2014 sanctioned payment of additional compensation to the Next of Kin of the deceased persons on the following criteria:-
(i) In addition to the amount already paid, the Next to Kin would be given enhanced relief of Rs. 5.00 lakh per deceased person;
(ii) The concerned State/Union Territory Governments would identify legal heirs of the deceased persons with all other relevant details;
(iii) As approved earlier by the Central Government, the State/Union Territories would disburse the money from their own funds and Ministry of Home Affairs would reimburse the amount on receipt of Utilization Certificates from the States/Union Territories.
The Govt. of NCT of Delhi has reported that enhanced compensation amount of about Rs. 85.67 crores has been disbursed as on 31.01.2016.

NATGRID database
The Government has mandated NATGRID
to create a framework for data access from 21 provider organizations. The
year-wise break-up of expenditure in setting up NATGRID is as under:

The timeline for implementation of NATGRID project is 30th June
2017.
An
Audit Committee headed by Deputy National Security Advisor has been constituted
to audit the manner in which the data is accessed and sought to be used.
The
NATGRID comes under the purview of ‘Intelligence and Security Organizations’
and is exempted from the RTI Act, 2005 vide Gazette of India dated 9th
June, 2011, G.S.R. 442(E) issued by the DOP&T.

Funds for Delhi Police
recruitment
Proposals
from Delhi Police for creation of posts for various units and for different
purposes are being received time to time. Ministry of Home Affairs, in
consultation with Department of Expenditure, Ministry of Finance scrutinizes
these proposals within available resources. Recently, Government has sanctioned
4227 additional posts in Delhi Police for the purpose of separation of crime
investigation from law & order functions. Government is providing funds for
available manpower.
