Satellite Mapping of ASI Monuments
Archaeological Survey of India (ASI) entered into a Memorandum of Understanding (MoU) with National Remote Sensing Centre, Indian Space Research Organization (ISRO) for preparation of satellite based maps indicating prohibited and regulated areas clearly for the information of public and also to facilitate procedure for grant of permissions for construction related activity within prohibited and regulated areas of all 3686 centrally protected monuments.
ISRO has a repository of photographs of various monuments/sites that have been taken at periodic intervals. Using these photographs that are taken routinely through satellites over a period of time and combining them with the map-plotted boundaries of plots for which permissions under AMASR Act have been given, a surveillance system is within the realm of technological possibility.
This information was given by Minister of State for Culture and Tourism (Independent Charge) and Minister of State for Civil Aviation Dr. Mahesh Sharma in a written reply in Lok Sabha today.

National Commission for Cultural and Heritage Sites
The Government does not intend to constitute a National Commission for Cultural and Heritage Sites. The Government had introduced a Bill named “The National Commission For Heritage Sites Bill, 2009” in the Rajya Sabha on 26.02.2009, which was referred to the Department Related Parliamentary Standing Committee on Transport, Tourism and Culture. The same was pending since then for making necessary amendments in the Bill in pursuance to the recommendations, made in the 150th Report of Department Related Parliamentary Standing Committee on Transport, Tourism and Culture, on the Bill. Accordingly, consultations were held with various stakeholders including the Archaeological Survey of India (ASI), National Monuments Authority (NMA) as well as Ministries of Urban Development, Environment, Forest & Climate Change (the then Environment & Forests) etc.
Based on the consultations, the Government decided not to constitute a National Heritage Sites Commission as envisaged in the said Bill. The Bill was accordingly withdrawn by the Government from the Rajya Sabha on 31.07.2015.

Monuments/Sites Identified/Proposed by State Governments for Central Protection
Monuments protected by State Governments are looked after by concerned Department of respective Governments. There is no incidence where a State protected monument is taken up for Central protection. Therefore, question of handing over of any monument does not arise. `
Though no such demand has been received in the recent past from the Conservationists to include more ancient monuments in the list of Archaeological Survey of India (ASI) protected monuments, a few proposals have been received from State Governments. List thereof is given below.

Scheme for maintenance of National Libraries
National Library, located in Kolkata, is the only National Library under the Ministry of Culture. Other Libraries of national importance under Ministry of Culture are: (i) Delhi Public Library, Delhi (ii) Khuda Bakhsh Oriental Public Library, Patna (iii) Central Secretariat Library,Delhi (iv) Rampur Raza Library, Uttar Pradesh. These Libraries incur expenditure on maintenance and purchase of books out of their total Budget allocation.
The Scheme “National Mission on Libraries – Up-gradation of Libraries – providing services to the public” has been approved with a total outlay of Rs.400 Crore for the 12th Plan period. The Mission will upgrade infrastructure of selected libraries and upgrade technology in 35 State Central Libraries and 35 District Libraries (to be identified by State Governments) and 6 Libraries under the Ministry of Culture. Policy to adopt World Heritage Sites
UNESCO, with the help of 21 member World Heritage Committee and advisory bodies such as International Council on Monuments and Sites (ICOMOS) and International Union for Conservation of Nature (IUCN), within the framework of its Operational Guidelines, decides about the cultural and natural sites to be included on the World Heritage list. Such cultural and natural sites must display the necessary Outstanding Universal Value (OUV), fulfill one or more out of 10 prescribed criteria (as given below), maintain the condition of authenticity and integrity and should be in a good state of conservation.
At times, concerns are raised by the World Heritage Centre during inscription process those relate to the state of conservation or its management (including that of its buffer). State party addresses such concerns by giving necessary commitment to effectively manage the site and its buffer, thus safeguarding its Outstanding Universal Value (OUV).
Criteria for the assessment of Outstanding Universal Value (OUV) as per UNESCO’s Operational Guidelines:-
1. to represent a masterpiece of human creative genius;
2. to exhibit an important interchange of human values, over a span of time or within a cultural area of the world, on developments in architecture or technology, monumental arts, town-planning or landscape design;
3. to bear a unique or at least exceptional testimony to a cultural tradition or to a civilization which is living or which has disappeared;
4. to be an outstanding example of a type of building, architectural or technological ensemble or landscape which illustrates (a) significant stage(s) in human history;
5. to be an outstanding example of a traditional human settlement, land-use, or sea-use which is representative of a culture (or cultures), or human interaction with the environment especially when it has become vulnerable under the impact of irreversible change;
6. to be directly or tangibly associated with events or living traditions, with ideas, or with beliefs, with artistic and literary works of outstanding universal significance. (The Committee considers that this criterion should preferably be used in conjunction with other criteria.
7. to contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance;
8. to be outstanding examples representing major stages of earth's history, including the record of life, significant on-going geological processes in the development of landforms, or significant geomorphic or physiographic features;
9. to be outstanding examples representing significant on-going ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystems and communities of plants and animals;
10. to contain the most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of outstanding universal value from the point of view of science or conservation.

The revenue collected from the entry fee at the ticketed monuments of the Archaeological Survey of India is remitted into the Government account in the Consolidated Fund of India. This is in accordance with the Central Government Account (Receipts and Payments) Rules.
