Subsidy on Education Loan
The Ministry of Minority
Affairs has operationalized the scheme of “Padho Pardesh
– Interest Subsidy on Educational Loans for Overseas Studies” in
2014-15, under which interest subsidy is provided on educational loans for
overseas studies to minority students for approved courses at Masters,
M.Phil.and Ph.D. level. The claims for interest subsidy on the educational
loans availed from 1st April, 2013 have been covered under the
scheme.
The eligibility criteria for selection of beneficiaries are as follows:
(i) The student should have
secured admission in the approved courses at Masters, M/.Phil. or Ph.D. level
abroad as per guidelines.
(ii) He/ She should have availed
loan from a scheduled bank under the Education Loan Scheme of the Indian Bank’s
Association (IBA) for the purpose.
(iii) Total income from all
sources of the employed or his/her parents/guardians in case of unemployed
candidate, should not exceed Rs.6.00 lakh per annum.
This is a 100% Central
Sector Scheme implemented by the Ministry of Minority Affairs through a Nodal
Bank i.e. Canara Bank. Student can avail educational loan from the existing
Educational Loan Scheme of any of the member bank of Indian Banks’ Association
(IBA) and claim the interest subsidy through their respective bank.
The State/Union Territory-wise details of claims
received for interest subsidy from the banks of various States/ UTs since operationalization
of the scheme including the current year are-

Apart from the above, the Ministry also implements
Pre-matric Scholarship Scheme (from Class I to X); Post - matric Scholarship
Scheme (from Class XI to Ph.D. level); Merit-cum-Means based Scholarship Scheme
(for technical and professional courses); and Maulana Azad National Fellowship
for the educational empowerment of minority students across the country. In
addition, Maulana Azad Education Foundation, an autonomous body under the
Ministry, also implements
“Maulana Azad National Scholarship for Meritorious Girls”, an exclusive
scheme for scholarship to minority girls studying in class XI and XII.

Skill Centres in Minority Localities
The Government is implementing Multi-sectoral
Development Programme (MsDP) in 710 Minority Concentration Blocks (MCBs), 66
Minority Concentration Towns (MCTs) and 13 Minority Concentration clusters of
contiguous villages. The aim of the programme is to fill the gaps in the
existing schemes of the Government of India by providing additional resources.
The projects taken up under MsDP are related to the provision of better
infrastructure for education, health, skill development, sanitation etc. The
projects approved under MsDP are demand based. The projects for creation of
infrastructure for skill development approved under MsDP so far include 166
Industrial Training Institutes (ITIs) and 47 Polytechnic institutions. It is
done on the proposals submitted by the State Governments based on the local
need and criteria of MsDP. There is no provision of setting up of skill
development and entrepreneurship centres under MsDP.
The land for creation of infrastructure for all assets is provided by the State Government including the projects for construction of infrastructure for skill development like ITIs and Polytechnics. The projects are considered only on the declaration of the State Government that the land for construction is available as per the guidelines of programme. Cyber Gram and Hamari Dharohar
A pilot project namely
“Minority Cyber Gram ” was launched in February, 2014 for imparting Digital
Literacy in a minority dominated village Chanduli in Alwar district, Rajasthan
in association with an organization namely Digital Empowerment Foundation. The
village has 1300 households. Two per family (2600 persons) including non
minorities in the village were selected for Digital Literacy. The project has
been completed and so far 2890 persons have benefited from the programme. After
the success of the pilot project, Ministry has mainstreamed the Cyber Gram
Programme within the scheme of Multi-sectoral Development Programme (MsDP) from
2014-15, and guidelines were issued to all State Government/ UT administration.
‘Cyber Gram’ has been
launched as an initiative under Multi-sectoral Development Programme(MsDP) to
provide hands on training in computers to the students of minority communities
and enable them to acquire basic Information and Communication Technology (ICT)
skills; become digitally literate; actively participate in knowledge based
activities; access financial, social and government services and use
internet for communications. The initiative covers students of Class VI to
Class X belonging to notified minority communities residing in minority
concentration areas. Under the initiative, training of 3,71,657 students of
Uttar Pradesh, West Bengal, Tripura and Rajasthan have been approved so far,
with the total cost of Rs.57.79 crore. The proposal of Maharshtra has been
in-principal approved.
To improve the compliance
and implementation of projects in States, the Government has made a provision
of robust mechanism for monitoring of the programme. The monitoring of the
programme is done through
(1) Committees constituted at different levels
starting from Blocks to the Centre
(2) Independent
agency/qualified monitors
(3) Conferences at national,
regional, sate and district levels and visits of officials to the project
sites.
Under cybergram initiative
of Multi-sectoral Development Programme, there is no provision for purchase of
equipments. Hence no funds for purchase of equipment for implementation of
cybergram initiative of MsDP has been sanctioned to States/UTs.
There is no proposal to
conduct performance audit of the Cybergram initiative under MsDP separately.
“The Scheme Hamari Dharohar
was launched during the year 2014-15. The scheme aims to preserve rich culture
and heritage of minorities through selective intervention under the overall
concept of Indian culture. Under this scheme during the year 2015-16, following
two projects have been selected and approved:
-Organization of the international iconic
exhibition „The Everlasting Flame‟, to preserve the rich
heritage of Parsi Community of India. The Programme includes three
international exhibitions namely “The Everlasting
Flame: Zoroastrianism in History and Imagination”, “Threads of Continuity” and
“Painted Encounters— Parsi Traders and the Community”, to be hosted at the
National Museum, Indira Gandhi National Centre for the Arts (IGNCA) and
National Gallery of Modern Art (NGMA) at New Delhi during 19th March to 29th
May, 2016.
Project for Digitization, Translation from Arabic
to English, and reprinting of Medieval period documents on Medicines,
Mathematics, Science and Literature and rare manuscripts kept at Dairatul
Maarifil Osmania, Osmania University, Hyderabad.

Rights and Safeguards of Minorities
The duties, functions and
responsibilities of the National Commission for Minorities (NCM) are elaborated
in the NCM Act, 1992. As mandated under Section 9 of the NCM Act, 1992, the
Commission has been taking up cases regarding deprivation of rights and
safeguards of the minorities, as and when they are brought to the notice of
NCM, with the concerned authorities in the State Government and Central
Government. Commission also takes suo-moto cognizance of cases of any violence
against the minorities including visits to affected areas. The NCM is committed
to various constitutional and statutory provisions relating to safeguarding the
interests of minorities in India. Further, the Commission sends its
recommendations to the State and Central Governments with regard to the
protection of educational and economic upliftment of the notified minorities in
the country.
-13384 complaints were dealt and 88 hearings were held since the inception of Sixth Commission i.e. 2010-11.
-All the cases except 533 have been disposed of since the inception of Commission till 01.03.2016. -48 complaints were received and dealt and 04 complaints are pending from the State of Telengana till 01.03.2016.
Whenever incidences of delay in timely disposal of complaints are brought to the notice of Ministry of Minority Affairs, the Ministry immediately writes to NCM to dispose of the complaints promptly under intimation to the Ministry. NCM takes up the matters with the concerned authorities and as per merit of the case, hearing is also held. Besides, Members and Senior Officers visit the State Governments to expedite the reply from the authorities in order to dispose of the cases.
