ORDER:
In the G.O.1st read above, orders were issued designating APUFIDC as the State
Mission Directorate for AMRUT and one of its functions is procurement of PDMCs.
AMRUT guidelines stipulate establishment of Project Development and Management
Consultants (PDMCs) to provide end-to-end support to ULBs for project design,
development , supervision and project management.
2. The Managing Director, APUFIDC, A.P., Hyderabad vide reference 2nd read
above, has stated that APUFIDC has initiated the procurement process and placed the
Request for Proposal (RfP) before the State Level Technical Committee (SLTC) for
approval, which has since been approved.
3 The AMRUT cities in the State are grouped into two Regions for the purpose of
convenience in development and implementation of the mission programme.
Accordingly, it was proposed to set up one PDMC in each of the following two Regions
with its State level offices at Vijayawada/Guntur.

It is also proposed to provide the support of PDMCs to the Director of Municipal
Administration in respect of Non-AMRUT towns also.
4. The Managing Director, APUFIDC, A.P., Hyderabad has further informed that the
APUFIDC invited Request for Proposal (RfP) and six bids were received. The bids were
evaluated by the Committee and the committee, after due process has recommended
the appointment of AECOM Asia Company Ltd., Guargon, for Region –I and Tata
Consultancy Engineers Pvt., Ltd., Mumbai for Region – II with the following financial
quote.

5 The scope of above PDMCs does not include the component of Parks & Green
spaces. The AP Urban Greening and Beautification Corporation (APUG&BC) Ltd. was
constituted by GoAP vide G.O.Ms.No.25, MA&UD (M2) Dept. dt.11.02.2015 for
protection and planning of all urban vacant lands, municipal lands, parks, green zones
and to manage them effectively by establishing parks, urban forestry and herbal
plantations etc., in all the ULBs of the State. After examining the financial proposal and
following due process, it was decided to recommend the APUG&BC as the PDMC for
“Parks & Green spaces component” on percentage (%) basis i.e, @2.13% on the
estimated project cost excluding O&M cost but inclusive of all applicable taxes. The
breakup of payments will be finalized while concluding agreement. The financial
implication towards the PDMC would be Rs.1.75 Cr. for the entire mission period.
6 The Apex Committee at National Level under AMRUT approved the State Annual
Action Plan (SAAP) for FY 2015-16 which includes a provision of Rs.120.00 Crores for
Administrative & Other Expenses (A&OE) for the entire mission period. This allocation
includes provision towards PDMCs, 3rd Party IRMA, Capacity Building, Reform
implementation etc. The provision towards PDMCs is Rs.70.45 Cr. The financial
implication towards the PDMCs for both the regions including the PDMC for Parks &
Green spaces would be as follows and the excess amount of Rs. 5.61 Cr (76.06 –
70.45) is proposed to be met from the overall provision available under A&OE i.e., by
re-appropriating the provisions under various heads within the A&OE component

7. In view of the position explained, the Managing Director, APUFIDC has therefore
requested the Government:
i. To accord administrative sanction for the PDMCs duly meeting the
expenditure from A&OE charges
a. PDMC for infrastructure works other than Parks & Green Spaces.

8 After careful examination of the proposal, Government hereby accord
Administrative Sanction for PDMCs under AMRUT for Rs. 76.06 Cr. with the following
details:

9 Government also accord permission to the Managing Director, APUFIDC to issue
letter of acceptance to AECOM Asia Company Ltd., Tata Consulting Engineers Ltd.,
and to AP Urban Greening and Beautification Corporation Ltd. (APUG&BCL) towards
undertaking the assignment of PDMCs.
10 The Managing Director, APUFIDC, Hyderabad shall take necessary action
accordingly.
