O R D E R:-
In the letter 3rd read above, the DPH&FW has informed that there are
522 Civil Assistant Surgeon vacancies arised in the Primary Health Centres and
Institutions in Tribal Area and Rural Areas under Director of Public Health
& Family Welfare, due to promotions and surrendering of Specialist Civil
Assistant Surgeons to A.P. Vaidya Vidhana Parishad and Director of Medical
Education.
2. In the letter 4th read above, the DPH&FW has
stated that there are 252 clear vacancies
of Civil Assistant Surgeons existing under DPH & FW in 23
districts. In G.O.Rt.No.1756, HM&FW
(J2) Dept., dated 21-10-2011 Government
have issued permission for filling up of the vacancies on contract basis (which
included 82 PG lien and 18 clear vacancies, in the (3) pilot districts i.e.,
Srikakulam, Chittoor and Adilabad. The
recruitment process is going on in three Pilot Districts. The 82 P.G. liens (Salaries of Service P.Gs)
of above three districts have to be adjusted in the clear vacancies of other
districts. If the 82 P.G. lien are shifted to other available clear vacancies of
CASs of other districts then there will be 152 clear vacancies (out of 252 CASs
vacancies) and requested to issue necessary orders for filling up of those 152
clear vacancies of Civil Assistant Surgeons immediately on contract basis.
3. Keeping in view of the essentiality of filling up of Civil
Assistant Surgeon Posts in the PHCs and other institutions in rural and tribal
areas during the existing epidemic season Government have decided to fill up
the posts of 152 Civil Assistant Surgeons immediately on contract basis.
4. Government after careful examination of
the matter permission hereby accord for
filling up of (152) vacant posts of Civil Assistant Surgeons on contract basis
in Primary Health Centres and Institutions in both rural and tribal areas under
the control of Director of Public Health & Family Welfare.
5. The District Collectors concerned shall
fill up the vacancies of doctors in a temporary manner on contract basis in the
districts, subject to condition that they should relieved/terminated/contract
shall not be extended, if any regular appointment was done by the Government. The term of the temporary appointment of contract doctors, shall be review by the
Government every one year for further
continuation of service for another period of
one year.
6. The Director of Public
Health and Family Welfare / District Collector of the concerned District are
requested to fill up the posts accordingly on contract basis by following the
existing rules in force.
7. This order issues with
the concurrence of the Finance ( SMPC) Department vide their
U.O.No.11974-A/946/A1/SMPC.II, dt. 23-12-2011.
