following notification will be published in an Extraordinary issue of
the Andhra Pradesh Gazette, dt.27-09-2013
NOTIFICATION
In
exercise of the powers conferred under sub- section (1 )of
section 6
and section 11 of the Andhra Pradesh Cinemas (Regulation) Act, 1955 (Act 4 of
1955), the Governor of Andhra Pradesh hereby makes the following amendments to
the Andhra Pradesh Cinemas (Regulation) Rules, 1970 issued in
G.O.Ms.NO.1273,Home (Endowments. II) Department, dt.14-08-1970 and published in
Rules supplement to Part II of the Andhra Pradesh Gazette dated 27th August, 1970
and as amended from time to time.
2. The amendment shall come into force with effect
from the date of publication in the Andhra Pradesh Gazette.
In the
said Rules:-
AMENDMENT
1. In rule 2, for clause (e), the following shall be
substituted, namely:-
(e)
“Electrical Inspector” means Chief Electrical Inspector or Electrical Inspector
appointed by the Government under sub section (1) of section 162 of the
Electricity Act, 2003 (Central Act 36 of 2003) and any person authorized or
deputed by him.”
2. In clause (a) of sub-rule (2) of Rule 9-A,-
after the
words, “electrical machinery and cinematography
apparatus
along with wiring diagram”, the following words shall be inserted, namely,-
“duly
certified by a licensed Electrical contractor”
3. In clause (d) of sub-rule (3) of Rule 9-B,
(a) for the words, Indian Electricity Act,1910 (Central
Act 9 of
1910) and
rules made there under , the following words shall
be
substituted, namely,-
“Electricity
Act 2003 (Central Act 36 of 2003) and Central
Electricity
Authority regulations “
(b) for the words, “code of practice for Electrical
wiring fittings in Buildings of the Indian Standard Institution” the following
words shall be substituted, namely,-
“Bureau
of Indian Standards - code of practice for Electrical
Wiring
Installations (IS: 732)”
4. In clause (c) of rule11-A,-
(a) in
sub-clause (i) of clause (c), the words, “if the applicant so wishes “shall be
omitted;
(b) in
sub clause (ii) the words, “if the applicant so wishes” shall be omitted
5. In the second proviso to sub-rule (2) of rule 11-B,
for the
words , “electricity and fire certificate ” the following
words
shall be substituted, namely:-
“Electrical
Certificate in Form ‘D”
6. In clause (a) of rule12-A and in the first proviso thereto:-
for the
words , “electrical and fire certificate ” the following
words
shall be substituted, namely:-
“Electrical

7. In Rule 12-B,-
a)
In clause (b) of sub-rule (1) , for the words ,

para (2) under sub-rule (2), after the words “rectification of those defects.”,
the following words shall be added, namely,-
“The
licensee shall rectify the defects by licensed electrical
contractor
and submit the compliance report.”
f) After
sub-rule (2), the following sub-rule shall be added as subrule (3) ,namely:-
(3) “The
Electrical certificate in form ’D’ deemed to be invalid, if the supply to the
cinema theatre is under disconnection for more than 6 months. A fresh
application shall be applied to the
Electrical
Inspector for issue of fresh Electrical Certificate in
Form
‘D’.”
8. In clause (a) of sub-rule (1), of rule 14, for the
words , “electrical and fire certificate ” the following words shall be
substituted, namely:-
“Electrical

9. In Rule 15 , for the words
, “electrical and fire certificates ” the following words shall be substituted,
namely,-
“Electrical

10. In Rule 16, for sub-rule
(3), (4) and (5), the following shall be substituted, namely,-

The fees payable per annum in respect of Permanent Cinemas, Semi- Permanent
Cinemas and Temporary Cinemas constructed with Non-flammable material for grant
of an Electrical certificate in form ‘D’shall be as follows:-
(a) For
installation comprising of any or all
Projectors
including Slide Projectors
(total
not more than three in number),
Rectifiers,
Converters, Step Down
Transformers,
Amplifiers, Motors,
Engines
and Electrical Wiring
Installations
in the premises :Rs.750/-
(b) For
each projector in excess of three :
Rs.250/-
(c) For
Air Cooling/Air Conditioning
(i) Up to and including 50 KW Rs.500/-
(ii) Above 50 KW up to and including Rs.1000/-
(iii) Above 100 KW : Rs.1000/-
plus
Rs.200/- for
every 100 KW or
part thereof
(d) For
each generator
(i) Up to and
including 100 KVA : Rs.250/-
(ii) Above 100
KVA up to and including Rs.500/-
(iii) Above 125
KVA up to and including Rs.1000/-
(e) For
each lift or Escalator : Rs.250/-
(f) For each Neon sign and other luminous Rs.250/-
(B) The
fees payable per annum in respect of Temporary Cinemas constructed with
flammable material for grant of an Electrical certificate in form ‘D’ shall be
as follows:-
(a) For
installation comprising of any or all Projectors
including
Slide Projectors (total not more than three in
number),
Rectifiers, Converters, Step Down Transformers, Amplifiers, Motors, Engines and
Electrical
Wiring
Installations in the premises Rs.500/-
(b) For
each projector in excess of three : Rs.250/-
(c) For
each generator
(i) Up to and including 100 KVA : Rs.250/-
(C) Miscellaneous Fee payable:-
(a) Check
inspection Fee:
(i) In respect of Permanent Cinemas, Semi- Permanent
Cinemas
and Temporary Cinemas constructed with
non-flammable
material
: Rs. 500/-
(ii) In respect of Temporary Cinemas constructed with
flammable
material :
Rs. 250/-
(b) Fees
for making any additions or alterations:
(i) In respect of Permanent Cinemas, Semi- Permanent
Cinemas
and Temporary Cinemas constructed with
non-flammable
material
: Rs.1000/-
(ii) In respect of Temporary Cinemas constructed with
flammable
material :
Rs. 500/-
Note: (i)
In case of Electrical Certificate in Form ‘D’ being
granted for a period exceeding
one year,
proportionate fee shall be
collected in advance.
(ii) The fees payable for renewal of
Electrical
Certificate in Form’D’ shall be
same as for the grant
of fresh Electrical Certificate.
(4) The
Electrical Inspector, may conduct a check inspection to
ensure
rectification of defects pointed out during the
inspection,
by the licensee and for check inspection the fees
as
prescribed in sub-rule (3) shall be payable, such check
inspection
fee shall also be payable by him in respect of check
inspections
made for any other reason.
Provided
that the licensee shall be informed in writing
about the
intention of conducting such a check inspection in
advance.
(5) Fees
for grant of duplicate Electrical Certificate in Form ‘D’
shall be
Rs. 200/- in advance.”
11. In Rule 17,-
a) In clause (b) of sub-rule (2),the
words “and fire shall be omitted.
12. In paragraph 21 of Appendix-I , the following words shall be added at the end, namely,-
13. In Appendix-III, for the paragraphs 1 to 7, the following
shall be substituted, namely,-
“The
installation work shall conform to the provisions of
Central
Electricity Authority regulations, National Building Code, National Electrical
Code and other relevant standards of BIS. The work shall be carried out by a
licensed electrical contractor.
1. Lighting and lighting arrangements:
Except
when a cinema building is used in day time and no artificial light is required,
suitable lighting (Direct or Indirect) shall be provided in such building and
in the open space attached there to.
(i)
The general rules laid down in Part I /Set 14 of
NEC Code shall apply. The choice of lamps, lighting fittings and /general
lighting design together with power requirement shall be planned based on the recommended
values of illumination given below.

(ii) For outdoor lighting, water tight
fittings shall be used.
(iii) In the queue sheds, bulk head fittings shall be used.
(iv) A sufficient number of emergency lights fed from independent source or sources
with the provision for automatic switching-on in case of failure of main supply
shall be provided in corridors, lobbies, auditorium, and staircases, near exit
doors and near fire fighting appliances.
(v) The emergency lighting shall be provided to be put on within 1 s of the failure
of the normal lighting supply.
(vi) The horizontal luminance at floor level on the centreline of an escape route
shall be not less than 10 lux. In addition, for escape routes up to 2 m wide,
50 percent of the route width shall be lit to a minimum of 5 lux.
(vii) Emergency lighting luminaries and their fittings shall be of non-flammable
type.
(viii) Exit signs shall be illuminated and wired to an independent electrical
circuit
on an alternative source of supply.
2. Circuits and Wiring:
(1) The
branch circuits shall, in general, cater to the following
individual
load groups:
(a) Power installation:
i.
Enclosure (Cabin) power
ii.
Ventilation and air-conditioning installation;
iii.
Lifts and Escalators
iv.
Additional power connections.
(b) Lighting: The electrical lighting of
the main building shall
have at
least three separate and distinct main circuits as follows:
(i) For
the enclosures ( cabin ) and hence through a
dimmer
regulator to the central lighting of the auditorium;
(ii) For
one half of the auditorium, passageways, stairways, exit and
parts of
the building open to public; and
(iii) For the remaining half of the auditorium, passageways, stairways,
exit and
parts of the building open to public.
(C)Emergency supply.
(2)
Whenever the supply is of three phases, the three main circuits shall be taken
from three phases with individual main control on or near the main switch board
which shall be located outside the cabin, in such a position as to be easily
accessible to the manager and the other staff on duty.
(3) The
control of the circuits in respect of the two halves of the auditorium referred
to in clauses (b) and (c) of sub-paragraph (1) of paragraph (1), shall be
remote and separate from each other.
(4) If
single phase supply is taken for the three main circuits, the supply shall be
taken from the three different phases.
(5)
Supply to cinematography apparatus, plants and power sockets sub-circuits shall
be controlled by suitable circuit breakers.
(i)
Branch and Main Distribution Boards shall be mounted
at suitable
height not higher than 2 m from the floor
level. A
front clearance of I m should also be provided.
(ii) Wood
work shall not be used for the mounting of or
construction
of the frame work for switches and
Distribution
Boards and control gear.
(iii) Power
sub-circuits shall be designed according to the
load but
in no case shall there be more than two 15-A
outlets
on each sub-circuit.
(iv)
Suitable socket outlets with controls shall be provided
on the
side walls near the stage for tapping supply to
screen
motor; stage focussing lights, audio systems and
portable
lights.
(v) The
plug points shall be provided at a height of about
1.5 m
from the floor, in assembly buildings.
(6) An
efficient double pole circuit breaker shall be provided fitted
within
the enclosure to control each lighting circuit
(i) The single pole switches for the individual lights and fans
shall be
mounted on sheet steel boards suitably earthed.
(ii) All the lighting fittings and fans shall be mounted at a
height of
not less than 2.25 m from floor level.
(iii) The electrical wiring and fittings provided outside the
booking
counters shall be inaccessible and the
connected
circuits shall be controlled with suitable
capacity
MCBs with RCCB/ELCB arrangement.
(iv)
Lights and fans sub-circuit shall not have more than a total of ten points of
lights, fans and 5-A socket outlets. The load of
such
circuit shall be restricted to 800 watts.
3. Cables, conductors and metal casing:-
1) All
cables used shall be of ISI marked.
2) The
sizes of all the cables shall be adequate to carry the full load current and
prospective fault current .All conductors shall be of copper. The conductor for
final sub-circuit for fan and light wiring shall be not less than 1.5 mm2 copper.
The conductors for power wiring shall be not less than 2.5 mm2 copper.
3) Within
the enclosure the insulating material of all electric cables including those
leading to illuminating lamps shall be covered with flame retardant material.
The cables used in outdoor shall be of weather proof type.
4) Where
the electric pressure exceeds 125 volts, all cables shall be enclosed either in
screwed metal conduits adequately earthed or rigid PVC conduits or
alternatively, armoured cables shall be used. All metal conduits are
electrically and mechanically continuous and rigid non-metallic conduits
are
adequately protected against mechanical injury, provided that the above
specification shall not apply to existing building except when conductors are
to be replaced.
4. Earthing:
(a) All
metal conduits , enclosures and other metal frames shall be properly connected
to the earth , the earthing shall be carried out as follows:
(i) Every conductor used as earthing lead shall be of high conductivity copper
or equivalent G.I. and shall be protected against mechanical injury and where
necessary against corrosion and its sectional area shall be at least equivalent
to the largest conductor of the system to be protected.
(ii) If more than one plate or pipe earth electrodes be employed for one earthing
system, they shall be effectively and permanently connected together.
(b) The
cinematography equipment and air-conditioning/air-cooled equipment shall be
provided with two district and independent earth electrodes.
(c) The
earth wires used for the lighting circuits shall be properly connected by using
proper lugs and suitable connectors in DBs.
(d) All
the earth pits shall be constructed and maintained as per IS-3043-1987.
5. Insulation Resistance:
(a) The
insulation resistance of all the wires, cables, motors and equipment of more
than 15 years old shall be tested at least once in a year by the licensed
electrical contractor.
6. Resistances:
All
resistances with the exception of a resistance or regulating purposes shall be
placed outside the enclosure and if reasonably practicable, outside the auditorium
and if placed inside the auditorium such resistances shall be protected by an
earthed wire guard or other efficient means of preventing
accidental
contact.
7. Wiring Diagram:
A single
line wiring diagram drawn on the lines of the model wiring diagram in appendix
VII and indicating the positions of the various control switches with
references to the layout of the premises, the different main circuits and the
controls shall be got approved by the electrical inspector and exhibit in the
office of the manager.”
14. In Appendix-III, paragraph 8 shall be omitted.
15. In sub-clause (i) of paragraph 5 of Appendix-IV, the words, “or Officer authorized by him” shall be omitted.
16. In sub paragraph (7) of paragraph 1 of Appendix-V,
(a) In
clause (c) for the words , “the Regulations for the electrical equipment of
building framed by the Institution of Electrical Engineers” the following words
shall be substituted, namely:-

(b) In
clause (d) after the words, “extension cords shall be” the

23. In Form-D,
