O R D E R :-
The
Director of Treasuries and Accounts, A.P., Hyderabad in the reference read
above, has stated that, as all the Treasury employees upto the cadre of Assistant
Director have been participating in
strike, as part of general call given by the A.P.NGO., Association, w.e.f.,
13.08.2013 in all the (13) Districts of Costal Andhra and Rayalaaseema Regions,
protesting against the proposed bifurcation of State of Andhra Pradesh, all the
Sub Treasuries in these (13) Districts are not functioning
w.e.f., 13.08.2013. Only the Deputy Directors of (13) Districts are running
District Treasuries with the assistance of outsourced staff like DPO and DEOs.
Salary and other important contingent bills are passed by the Deputy Directors
manually with the help of outsourced staff and manual lists are sent to the
bank for payment. As a recautionary measure, the Director of Treasuries and
Accounts, A.P., Hyderabad stated that in the likely event of Deputy Directors also
participating in the strike, it is proposed to pay the salary and other contingent
claims presented by the Drawing & Disbursing Officers of (13) Districts
from District Treasury, Hyderabad (U) through State Bank of India, Osmangunj
branch by following the procedures indicated there in.
2) The Director of Treasuries and Accounts, A.P.,
Hyderabad therefore requested for necessary permission for payment of salary
bills/salary cheques/other contingent bills of all Drawing & Disbursing
Officers located in (13) Districts from District Treasury, Hyderabad (U)
through State Bank of India, Osmangunj branch duly following the procedure
indicated therein in her letter, after counter signature of all
bills/cheques/LOC requisition by HOD/ CAO/ AO/AAO located in the respective HODs
in relaxation of T.R. 16 of A.P. Treasury

3) Government after careful consideration of the
matter hereby permit the Director of Treasuries and Accounts, A.P.,Hyderabad to
process and pay the salary and other claims of various Drawing & Disbursing
Officers in the (13) Districts of Coastal Andhra and Rayalaseema regions, from
District Treasury, Hyderabad
(U) through State Bank of India, Osmangunj Branch, Hyderabad duly following the
procedure indicated in the reference 1st read above, after counter signature of
all bills/cheques/LOC requisition by HOD/CAO/AO/AAO located in the
respective HODs in relaxation of TR 16 of A.P. Treasury Code Volume –I, in the
event of (13) Deputy Directors of Coastal Andhra and Rayalaseema regions, participating
in the strike.

The Director of Treasuries and Accounts, in the reference 2nd cited have
informed that during the month of September, 2013, all the State Government Employees in (13) Seemandhra Districts “i.e” from Srikakulam to Kurnool are participating in strike as a mark of protest against proposed bifurcation of the State of Andhra Pradesh. All the Treasury Employees upto the cadre of Assistant Director are also participating in the strike w.e.f.13.08.2013 and the attendance particulars of the Treasury Employees are being submitted daily to Finance Department. Finally the DTA has requested the Principal Secretary, Finance (Pen-I) Department to accord one time permission to Deputy Director,
District Treasury, Hyderabad (U) to draw the pension amount of (13) Seemandhra Districts for the month of September, 2013 amounting to approximately 452 crores from SBI, Osmangunj Branch which is conducting Government Transactions pertaining to Works & Projects Department and credit the amount to pensioners S.B.Accounts through various Link
Bank branches available in Hyderabad.
2. After careful consideration of the matter, permission is accorded to the Director of Treasuries & Accounts / Deputy Director, District Treasury, Hyderabad (U) to draw the pension amount of Rs.452 crores of (13) Seemandra District for the month of September, 2013, from SBI, Osmangunj Branch and credit the amount to Pensioners SB Accounts through various Link Bank branches available in Hyderabad.
3. The Director of Treasures and Accounts, A.P., Hyderabad is requested to ensure that no double payments result while crediting the amounts.
