	Read the following:-

ORDER:

In the G.O. first read above the General Administration (Services-A) Department issued orders adopting an annual calendar for recruitment to the public service and prescribed a schedule for estimation and notification of vacancies for recruitment. It was ordered that all departments should follow this schedule. In the G.O. second read above orders were issued according permission to fill certain vacancies in different categories in various departments including five hundred and seventy five (575) Civil Assistant Surgeon under the control of Andhra Pradesh Vaidya Vidhana Parishad (APVVP) through the Andhra Pradesh Public Service Commission.

2. However, in the reference third read above the HM&FW Department has requested for permission to fill forty-two (42) posts of Civil Assistant Surgeon and (532) posts of Civil Assistant Surgeon Specialists under the control of the Commissioner, A.P. Vaidya Vidhana Parishad instead of (575) Civil Assistant Surgeons, which were already approved in the G.O. second read above. In addition to the above posts, the HM&FW Department has requested for permission to fill thirty-four (34) posts of Dental Assistant Surgeon under the control of A.P. Vaidya Vidhana Parishad.

3. The HM & FW Department has also requested to modify the orders issued in G.O. second read above which stipulated that the posts of Civil Assistant Surgeons shall be recruited through A.P. Public Service Commission and further requested to permit the department to fill these posts through Departmental Selection Committee by following selection procedure laid down in G.O.Ms.No. 105, HM & FW (B2) Department, dated 16.7.2013.

4. In the reference third read above the HM & FW Department has also requested for permission to fill certain teaching and non-teaching posts in Government Medical College, Nellore and Government Medical College, Nizamabad under the administrative control of Director of Medical Education, Andhra Pradesh, Hyderabad through direct recruitment.

5. After careful examination of the proposal, Government hereby accepts the proposal of H.M. & F.W. Department and in partial modification of the orders issued in G.O. second read above hereby withdraw the recruitment of (575) posts of Civil Assistant Surgeon Specialists from the A.P. Public Service Commission.

6. Government also hereby accord permission to the HM & FW Department to fill one thousand eight hundred and seventy-eight (1878) vacancies through direct recruitment by the relevant recruiting agencies as shown in the Annexures to this order.

7. The Secretary, Andhra Pradesh Public Service Commission shall take appropriate steps for filling the vacancies mentioned in Annexure-I through direct recruitment after obtaining the details, such as zone/district-wise vacancy position, roster points and qualifications, etc., from the Director of Medical Education, Andhra Pradesh, Hyderabad in the prescribed proforma. The A.P. Public Service Commission shall issue schedule for recruitment expeditiously and issue notification accordingly.

8. The H.M. & F.W. Department and the Director of Medical Education, Andhra Pradesh, Hyderabad shall furnish details of all vacant posts authorized in this order, including the zone/district-wise vacancy position, specializations, roster points and qualifications, etc., to the Andhra Pradesh Public Service Commission immediately.

9. For the posts authorized to be filled by the Departmental Selection Committees as mentioned in Annexure-II, the H.M. & F.W. Department and the Director of Medical Education, Andhra Pradesh, Hyderabad and the Commissioner, Andhra Pradesh Vaidya Vidhana Parishad shall take necessary action to fill the posts duly following the Rule of Reservation, the provisions of the Presidential Order and the provisions of the Service Rules applicable to the relevant posts. They shall follow the selection procedure laid down in G.O.Ms.No.105, HM & FW (B2) Department, dated 16.7.2013. The departments shall obtain orders on the composition of the selection committee, selection process and other issues related to the recruitment process duly following the rules of business by routing the file through the Finance Department before undertaking the recruitment by the departmental selection committees.

10. The H.M. & F.W. Department, the Director of Medical Education, Andhra Pradesh, Hyderabad and the Commissioner, Andhra Pradesh Vaidya Vidhana Parishad, Hyderabad shall take necessary further action.
