O R D E R :
In the Memo 1st read above, orders were issued that the repeat order should not generally exceed the quantity originally ordered in the case of purchase orders upto a limit of Rs.50,000/- in value, and 50% of the original quantity of Rs.50,000/- whichever is more in other cases. Any deviation from the above ceiling can be allowed in exceptional cases or
circumstances for which the Director of Printing, Stationery and Stores Purchase should record his reasons in writing and obtain the sanction of the High Power Committee.

2. In the references 2nd & 3rd read above, the Home Department has stated that the Police Department has been purchasing different items, including clothing, Kit and Web
Articles, for supply to the Police personnel regularly, duly following the procedure envisaged in the A.P. Financial Code and during emergency procurements, there is need to repeat orders to procure certain items, to avoid usual delay in fresh Open Tender process. The rule under Article 123 (9) of A.P. Financial Code Volume-I prescribed the limit of permissible amount as Rs.50,000/-.These ceilings came into force in the year 1965 vide reference 1st read above and it is clear that the prices of the items have increased many folds, between 1965 and 2012.
Therefore, they have requested to issue an amendment to Article 123 (9) of A.P. Financial Code Volume-I for placing repeat order against the approved tender, from Rs.50,000/- to Rs.1.00 Crore and for substituting the words “Director, Printing, Stationary & Stores Purchases” with “Head of Department”. 

3. Government after careful consideration of the matter hereby order that the ceiling limit is enhanced from Rs.50,000/- to Rs.10.00 lakhs for placing the repeat order against approved tender under Article 123 (9) of A.P. Financial Code Volume-I and the words “Director of Printing & Stores Purchases” are hereby substituted with “Head of the
Department” wherever its occur in the reference 1st read above.
