ORDER:

In the G.O.1st read above, Government have notified the posts of

Sub-Registrar Grade-I and Grade-II under category (1) and (2) of the A.P.

Registration Subordinate Service in the Registration and Stamps Department

shall be Gazetted.

2. In the G.O. 2nd read above, the IT&C Department have accorded

permission for Recurring Charges ceiling for Category-I is Rs.2,000/- per

month, for Category-II is Rs.1,375/- and for Category-III is Rs.625/- per

month, respectively, to all Gazetted Officers in A.P. State.

3. In the G.O. 3rd read above, by providing Cell Phone charges to all

Sub-Registrars, the Government accorded permission allowing recurring

charges at Rs.100/- per month to all field officers i.e., Sub-Registrars

working in the State.

4. In the letter 4th read above, the Commissioner & Inspector General,

(Registration & Stamps) Andhra Pradesh, Hyderabad, has stated that the

Sub-Registrars working in the State are public servants dealing with

public/citizens regularly. They are being clarified doubts of the citizens and

given advices to them as and when requested, and moreover, the

Sub-Registrars are used to contact with Department Officials for

better/development and smooth functioning of the department activities in

respect of registration. The Sub-Registrars are Gazetted Officers and they are

eligible for Rs.625/- per month as per G.O. 2nd read above.

5. In the above circumstances, the Commissioner & Inspector General,

(Registration & Stamps) Andhra Pradesh, Hyderabad has requested the

Government to occur permission to recur maximum cell phone charges

@ Rs.625/- per user per month for 323 Sub-Registrars in the State

(i.e., Rs.625/-x323x12=24,22,500/- per annum).

6. Government after careful consideration of the request of the

Commissioner & Inspector General, (Registration & Stamps) Andhra Pradesh,

Hyderabad hereby accord permission to the Commissioner and Inspector

General of Registration and Stamps, A.P., Hyderabad to recur Maximum Cell

Phone charges @ Rs.625/- per user, per month, for 323 Sub-Registrars in

the State (i.e., Rs.625 x 323 x 12=24,22,500/- per annum) as per G.O. 2nd

read above, instead of Rs.100/- Plan (i.e., Rs.100 x 321 x 12 =

Rs.3,85,200/- per annum). The Commissioner & Inspector General,

(Registration & Stamps) Andhra Pradesh, Hyderabad is directed the

additional expenditure (recurring) amounting to Rs.20,37,300/- per annum

be met from the available User Charges funds.

7. The expenditure sanctioned in para 5 above shall be debited to the

head of account “2030-Stamps & Registration-03-Registration-001-Direction

& Administration-03-District Offices – 800 – Other Payments (user charges)-

804-utility payments”.

8. The Commissioner and Inspector General of Registration and Stamps,

A.P., Hyderabad shall take necessary further action in the matter

accordingly.

9. This order issues with the concurrence of Finance (Exp.Rev.)

Department vide their U.O.No.1867/82/EBS.VIII/ A1/2015, dt:02-03-2015.
