ORDER:
 In the letter read above, the Administrative Officer, AFRC, Hyderabad
while enclosing copies of Appendices recommending the fee structure among
others for General Nursing Midwifery (GNM) Course in the Private Un-Aided
Nursing Institutions in the State of Andhra Pradesh for the Block Period 2014-15
to 2016-17, has requested for issue of necessary notification, as contemplated in
Rule 4 (v) of the of the Andhra Pradesh Admission and Fee Regulatory
Committee (for professional courses offered in Private Un-aided Professional
Institutions) Rules, 2006, issued in G.O.Ms.No.6 Higher Education (EC.2)
Department, dated 08.01.2007.

2. After careful examination of the proposals of the Admission and Fee
Regulatory Committee on the fee structure for General Nursing Midwifery (GNM)
Course Government hereby accept the following Fee fixation proposals of the
Admission and Fee Regulatory Committee as mentioned in Appendices 1A to 1B
and accordingly hereby order the following fee structure for General Nursing
Midwifery (GNM) Course in private un-aided Nursing and Para–Medical
Institutions in the state for the Academic years 2014-15 to 2016-17.

The following are recommendations of AFRC for fixation of fee structure in
respect of institutes of G.N.M. course falling in the state of ANDHRA PRADESH :

In addition, the following fee is recommended for collection in respect of failed
students:-

1) Fee of Rs.250/- (Rupees Two hundred and fifty only) per subject as
referred fee.
2) Special fee for each student is as follows:

   Colleges for which no fee structure could be determined for nonsubmission/insufficient
                         submission of relevant data.

3. The Member-Secretary, Admission & Fee Regulatory Committee has also
issued the following directions to the private Nursing & Para-Medical institutions
concerned in the proceedings issued by the Committee relating to the fixation of
fee structure for the above said course.

a) (i) The Management shall not charge any capitation Fee and there
shall not be any Profiteering. Except the above Fee fixed by the
Committee, no other amount, either directly or indirectly can be
charged unauthorizedly or illegally by the Management. If any such
other amount is charged under any other head or guise (e.g. donation
etc.), it would amount to charging of Capitation Fee. The surplus
(Profit) that is generated from the collection of the Fee must be for the
benefit of the institution and cannot be diverted for other purposes or
for personal gain.

(ii) The Institutions for which no fee structure is recommended on the
ground that they failed to submit the relevant data or submitted
insufficient data having paid the processing charges and also the
institutions which failed to submit their proposals paying the processing
charges shall not collect any fee from the students for the block period
2014-15 to 2016-17 in terms of judgement of the Hon’ble High court of
A.P., in the D.B. Judgement dt.29.10.2011 in WP’s No.16547/2010 and
batch reported in 2012 (3) ALT 686 (D.B.)

b) The students admitted to the course during the academic years 2014-
15, 2015-16 and 2016-17 shall pay every year the same annual tuition
fee a s paid at the time of their admission till they complete the course.

c) The students who were admitted to the course prior to the academic
year 2014-15 shall continue to pay every year the same annual fee at
the rate existing at the time of their admission till they complete the
course.

d) The institutions shall collect the Annual Tuition Fee every year in
advance only for that particular year either in lump sum or in
instalments.

e) The fixation of the Fee structure by the Committee will not by itself
enable or permit the managements to run the relevant courses in their
institutions, if they are otherwise not duly recognized and permitted by
the Government/NCI/Concerned University at any relevant time.

4. The Director of Medical Education, A.P, Hyderabad shall take necessary
action in the matter accordingly.
