ORDER:
During the State Council meeting for S.C.S.P.
and T.S.P. and review meeting of welfare
departments, the Hon’ble Chief Minister felt
the need for regular conduct of meetings at Gram Panchayat, PHC and District level, to enable
cohesive efforts of the field functionaries along with community and to achieve the desired goals
for reducing MMR, IMR and Malnutrition. The convergence mechanism would ensure that all
pregnant & lactating women and children below 5 years avail the health and nutrition services
and that there is a close follow-up for all the high risk pregnant women and high risk children. It
was felt that such convergence efforts would help to bring about behavioural change in the
community more effectively.
2. Accordingly, the Government has decided to
institutionalise the convergence structure
for reducing MMR, IMR and Malnutrition and vide
G.O. 2nd read
above orders were issued
constituting the convergence committees at
various levels i.e., G.P. Level, Ward Level, PHC
Level, ULB Level, District Level and State
Level.
3. Later a meeting was held on 19th January,
2015 in the chambers
of Principal Secretary
to Govt, HM & FW Dept to discuss
operationalization of the G.O. 2nd read above. In the said
meeting it was proposed to include more
members as part of the convergence committees at different levels.
4. Further it was felt that it would be
appropriate to identify the convergence efforts by a
name which will help to sustain the efforts.
5. Accordingly, Government after careful
examination of the entire issue have issued
orders vide G.O.3rd read above to include
further members in the convergence committees at various levels. Further the Principal
Secretary/ Secretary, Health, Medical & Family Welfare Department will be the Member-Convenor and the
Principal Secretary/Secretary, Department for Women, Children, Disabled & Senior
Citizens will be the Member-Co-Convenor of the State Level Convergence Committee instead of the
Commissioner, Health & Family Welfare Department and the Commissioner, Women
Development & Child Welfare Department. In case functionaries are not available for every Gram
Panchayat / PHC etc., the schedule of meetings can be adjusted as necessary. Government have also
ordered that the above convergence efforts will be implemented in the name of “Mana Bhavita”.
6. The Hon’ble C.M., Govt. of A.P. has
approved the following strategies / Action Plan for
implementation of “Mana Bhavita” and Social
Empowerment Mission for reducing
IMR/MMR/Malnutrition:
1 Regular Convergence Committee meetings at
Village, PHC and District level.
2 Name based tracking of Pregnant Women and
Lactating Mothers, children
below 1 year and SUW, SAM, MAM Children below
5 years.
3 Follow up of every High Risk Pregnancy case
4 Easy access to ultra-sound scanning for all
Pregnant Women.
5 Assured availability of free diagnostics
and medicines at health facilities
6 Availability of specialist services
(Gynecologist/Pediatrician/Anesthetist) at 15-
20 Hospitals in each District.
7 Follow up of all pregnancies for birth
planning – EDD list to be available at
Health Institutions.
8 Upgrade Labour Delivery and Recovery Rooms
and follow Safe Childbirth
Checklist at each delivery point.
9 Special Neonatal care at 15-20 hospitals in
each district
10 Management of breastfeeding practices.
11 Follow up of Children <1 for="" immunization="" o:p="" year="">1>
12 Follow up of Children <5 and="" children="" for="" malnutrition="" o:p="" sick="" years="">5>
13 Attack on anemia of Pregnant Women
14 Attack on anemia of Adolescent girls.
15 Tackling Micro Nutrient deficiencies
(distribution of IFA tablets; Vit-A
supplements, lodized salt)
16 Focus on Cognitive development
- Folic Acid from marriage onwards
- Good child rearing practices.
17 Improving Child Sex Ratio
18 Early detection of disabilities and
implementation of RBSK.
19 Joint training, Capacity Building and
awareness building of functionaries and
target groups
20 Awareness through campaign and awareness
building of functionaries and
target groups.
21 Awards and incentives
7. The concerned departments viz.,
HM&FW/Dept for WCD&SCs / PR&RD
(PR,RWS&RD)/T.W./MA&UD Deptts., etc.,
are therefore, requested to take necessary action in the matter.
