In the reference 1st read above, the Director of Adult Education, Andhra Pradesh,
Hyderabad has informed that Hon’ble Prime Minister of India launched “Saaskhar
Bharat” a Centrally Sponsored Scheme of Department of School Education and
Literacy, Ministry of Human Resource Development, Government of India, New Delhi on
the International Literacy Day i.e. 08.09.2009 to promote literacy and Adult Education
specially, among women, in rural areas in (18) districts of Andhra Pradesh. The funding
pattern between Central Government and State Government is @ 75:25. National
Literacy Mission Authority (NLMA) is the apex body responsible for implementation of
the Mission across the country. State Literacy Mission Authority (SLMA) is the
implementing body in the State. At District, Mandal and Gram Panchayat level, the
programme will be implemented through the Zilla Parishad (District Panchayat), Mandal
Parishad (MP) and Gram Panchayat (GP) respectively. The Government of India have
introduced a specially designed Web based funds flow banking mechanism that would
not only ensure optimum utilization of resources but also facilitate online accounting and
monitoring physical as well as financial.
2. In the reference 2nd read above, the Director of Adult Education and Member
Convenor, SLMA, AP, Hyderabad has informed that the revised Tripartite Agreement
has been entered between NLMA, APSLMA, Hyderabad & State Bank of India for
operationalisation of funds under Saakshar Bharat Programme. As per the revised
Agreement under the features of the proposed Banking Arrangements there is a system
of authorizing SLMA, District Panchayat (DP) Mandal Panchayat (MP) and Gram
Panchayat (GP) to draw cheques against the single bank account for specified
monetary limit for drawing funds from State Literacy Mission Authority’s Main Account”.
3. The Government of India have prescribed norms/procedure to be followed in
respect of nominating cheque drawing officer for the Subsidiary Accounts as follows:
In case of SLMA, two signatories authorized by the SLMA;
In case of DP, two signatories as decided by the SLMA;
In case of MP, two signatories as decided by the SLMA; and
In case of GP, jointly by the Sarpanch and the Prerak selected by the GP or
as decided by the SLMA.
4. The Director of Adult Education, AP, Hyderabad has proposed certain
procedure for authorization, specifying monetary limits for drawing funds and
nominating cheque drawing officers for the Subsidiary Accounts and requested the
Government to issue necessary orders to permit him to follow the procedure.
5. Government after careful examination of the proposal of Director of Adult Education, AP,
Hyderabad and keeping in view the procedure laid down on Web based funds Flow Mechanism
and Banking System by NLMA Government of India, New Delhi on implementation of “Saakshar
Bharat” Scheme, hereby accord permission to the State Literacy Mission Authority to follow
the procedure for authorization, specifying monetary limits for drawing funds and
nominating cheque drawing officers for the Subsidiary Accounts while implementing in
connection with the implementation of Saakshar Bharat Scheme in (18) districts of the
State as indicated below:-
Norms /Procedures
(I) State Literacy Mission Authority Level:-
The Director of Adult Education with the approval of Chairman, Executive
Committee and Prl. Secretary to Government, Education (PE) Department,
Government of A.P., Hyderabad will give authorizations to the Zilla Lok Shiksha
Samithies duly specifying the monetary limits of item of expenditure. The Director
of Adult Education, A.P., Hyderabad and the Deputy Director (M) are authorized
to sign cheques at SLMA level.
(ii) Zilla Lok Shiksha Samithies:-
The Chief Executive Officer with the approval of District Collector and
Chairman, Zilla Parishad and will give authorisation to the Mandal Lok Shiksha
Samithies and the Gram Panchayat Lok Shiksha Samithies.
The monetary limits and for drawing funds are as follows:-
• Up to Rs.50,000/- : The Dy.Director of Adult Education and Chief
Executive Officer, Zilla Parishad will sign the
Cheque jointly after obtaining the note orders
of Chairman, Zilla Parishad
• Above Rs.50,000/- : The CEO,ZP and the District Collector will sign
to Rs.1,00,000/- the cheques jointly after obtaining the note
orders of Chairman, Zilla Parishad
• Above Rs.1,00,000/- : The District Collector and Chairman, Zilla
Parishad will sign jointly.
(iii) Mandal Lok Shiksha Samithies :-
The President, Mandal Parishad and Mandal Prarishad Development
Officer are authorized as cheque drawing officer.
(iv) Gram Panchayat Lok Shiksha Samithies :-
The Sarpanch and the Gram Panchayat Secretary/Executive Officer of
Gram Panchayat are authorized as cheque drawing officer.
6. The Director of Adult Education, AP, Hyderabad and District Collectors concerned shall
take necessary action accordingly.
7. This order issues with the concurrence of the Finance (ESE) Department vide their
U.O.No.4591/74/ESE/10,dt.15.3.2010.
