O R D E R:

                        The Government of Andhra Pradesh has enacted “The Andhra Pradesh Scheduled Castes Sub Plan and Tribal Sub Plan (Planning, Allocation and Utilisation of Financial Resources) Act, 2013 (Act No.1 of 2013).

2.                     The Act is to ensure, accelerated development of Scheduled Castes (SC) and Scheduled Tribes (ST) with emphasis on achieving equality in the next ten years focusing on economic, educational and human development along with ensuring security social dignity and promoting equity among Scheduled Castes and the Scheduled Tribes, by earmarking a portion, in proportion to the population of Scheduled Castes and Scheduled Tribes in the State, of the total Plan outlay of the State of Andhra Pradesh as the outlay of the Scheduled Castes Sub Plan (SCSP)/ Tribal Sub Plan (TSP) of the Sate.

3.                     The Act also envisages setting up of a Nodal Agency for Tribal Sub Plan(TSP) and to establish an Administrative and Technical Support Unit to strengthen the Nodal Department for TSP.

4.                     In exercise of the powers conferred by Section 18 to 20 of the said Act No.1 of 2013, Government of Andhra Pradesh constituted “Nodal Agency for Tribal Sub Plan(TSP)” vide reference 2nd read above, wherein certain functions were delegated o the Nodal Agency for TSP at para-6.

5.                     The Nodal Agency shall recommend re-allocation of budget allotted from department, which are not in a position to incur expenditure, to other needy departments or as may be necessary to ensure expenditure of funds allocated under the TSP.

6.                     In exercise of the powers conferred by Section 6.III of the said G.O.Ms.No.7, Planning (XXII) Department, dated:23-02-2013, the Nodal Agency for TSP has reviewed the expenditure status of certain departments in its meeting held on 01-12-2014 and 05-12-2014 and taken certain decisions for re-appropriation/ resumption/ redistribution of budget among line departments.

7.                     The above decision was taken with the concurrence of Finance Department who was also a member of the Nodal Agency for TSP in the meeting held on 01-12-2014 and by the State Council for development of SCs and STs in their meeting held on 27-12-2014 when the Principal Finance Secretary was present. Further as per G.O.Ms.No.10, Planning (XXII) Department, dated:23-02-2013, the Annual SCSP/TSP plan as approved by the State Council shall be deemed to have been accorded financial concurrence by the Finance Department under the respective SCSP/TSP budgetary provision for that year.

8                      In view of the above, the following resumption of funds are ordered from the grants (revenue head) in Fisheries Department to Ground Water Department (revenue head).
