ORDER:

The e-nidhi (CFMS) application includes in its purview all aspects of resource mobilisation and expenditure management in government.  During discussions on preparation of the master data for financial resources and expenditure management and human resources management, it was felt that this would be the opportune time for rationalising the administrative systems and structures with regard to payroll disbursal and other payments. It is a fact that a sizeable part of the manpower in government is engaged in the routine job of payroll management.  If the system could be comprehensively automated, this manpower would be freed up for areas which require application of mind and effort and are starved of staff presently.  Further, there is a lot of scope for reducing the diverse designations used across government departments which would pave the way for a comparable staffing pattern across departments in government.  Another important felt need is that of making the budget document more readable for management decision making. 

2.          In this backdrop government have decided to constitute a committee of domain experts with good experience in government systems and practices to deliberate with departments and suggest recommendations in the under mentioned areas.
                                                           
1.            Standardise the designations within departments
2.           Standardise the delegations and hierarchy for administrative sanctions
3.           Standardise the delegations and hierarchy for financial sanctions
4.           Make budget document simple and readable
5.           Rationalise the number of DDOs

3.      The committee will consist of members from both the governments of Andhra Pradesh and Telangana, both potential users of the e-nidhi application.  The committee will report on its recommendation to the Joint Committee of CFMS of the Governments of Andhra Pradesh and Telangana. Sri Keshava Ram Rededy, Director of Works & Accounts will act as Convenor of the committee. The committee will complete its work and report on its recommendations within 3 weeks from the date of its constitution.  The committee will present an interim report midway for consideration and evaluation.

4.      eNidhi (CFMS), PMU team will assist the committee in facilitating coordination amongst all key stakeholders.

2.      Sri. A.Siva Prasad , Joint Director of Treasuries & Accounts  Dept.
3.      Sri. Nageshwara Rao, Deputy Director, Treasuries & Accounts  Dept. Vijayawada

          (b)     Government of Telangana

1.    Sri V. Srinivas, Director of Works & Accounts
2.       Sri. Yadagiri, District Treasury Officer, Hyderabad Urban
3.       Smt. Jayashree, District Treasury Officer,  Ranga Reddy District
