ORDER:

                         The State has received an average rainfall of 610.8 mm during

the South-West Monsoon, 2015 (from 01.06.2015 to 30.09.2015) as

against the normal rainfall of 713.6 mm with a deviation of (-)14%.

2. As per the State Handbook for Management of Drought, 1995 and

Manual for Drought Management of Ministry of Agriculture, Government of

India, 2009, the proposals for declaration of drought should be examined

with reference to the following norms and the Collectors should send

specific report to the government taking mandals as a unit:

a) Deficiency in rainfall of (-) 25% and above in Mandals where the

annual normal rainfall is more than 1000 mm., followed by (-)

20% and above in Mandals where the annual normal rainfall is

750 mm to 999.9 mm and (-)15% and above in mandals where

the annual normal rainfall is less than 750 mm i.e., 749.9 mm.

b) Compression/reduction in the cropped areas of 50% and above

under all principal crops.

c) Normal reduction in crop yields of 33% and above, comparative

with average yields.

d) Dry spells and its impact on crop damages.

e) Normalized Difference Vegetation Index (NDVI) - (to be prepared

by MNCFC to Revenue (DM) Department)

f) Moisture Adequacy Index (MAI)- (to be prepared by Prof. Jaya

Shankar State Agricultural University respectively)

3. After careful examination, Government hereby constitute a

Committee of the following officers for scrutiny of the proposals for

declaration of drought in the State of Telangana:

1. Special Chief Secretary to Government, Finance Department

- Member

2. Principal Secretary to Government, Planning Department

- Member

3. APC & Secretary to Government, Agriculture &

Co-operation Department - Member

4. Director of National Remote Sensing Center or his

Representative, - Member

5. Director of Indian Meteorological Department, Hyderabad

- Member

6. Director, Agro Climate Research Centre, Agriculture Research

Institute, Prof.Jayashanker State Agriculture University,

Rajendranagar, Hyderabad - Member

7. Chief Executive Officer, Telangana State Development

Planning Society - Member

8. Director of Economics and Statistics, Hyderabad - Member

9. Commissioner for Disaster Management & E.O.P.S. to

Government (FAC), Rev (DM) Dept., -Member & Convener

4. The above Committee shall meet and scrutinize the proposals

submitted by District Collectors and other institutions for Kharif-2015

which include report of Mahalanobis National Crop Forecasting Centre,

Delhi on Normalized Difference Vegetation Index (NDVI); report of Agro

Climatic Research Centre of Prof. Jaya Shankar Telangana State

Agriculture University on Moisture Adequacy Index ( MAI); report of

Director, Economics & Statistics on rainfall, dry spells, crop coverage, and

crop yield data based on crop cutting experiments; the report of Director

of Agriculture on crop coverage and condition and other connected

agencies as per the guidelines in the State Handbook for Management

of Drought, and Manual for Drought Management of Ministry of

Agriculture, Govt. of India.

5. After scrutiny the Committee shall finalise and give recommendatory

report to the Government for declaration of Drought affected Mandals.
