Implementation
of Skill Development Training
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that there are over 40 skill
development schemes across various sectors implemented by over 18 Central
Ministries/Departments to promote skilling of all people including youth in the
Country. Funds under these schemes are provided by the concerned
Ministries/Departments to the implementing agencies including States in accordance
with the guidelines issued for the schemes.
In a written reply in the Lok Sabha today the Minister said, further, Government has launched the flagship scheme, ‘Pradhan Mantri Kaushal Vikas Yojana (PMKVY)’ on 15th July, 2015 to enable and mobilize a large number of youth to take up outcome based skill training and earn their livelihood. It is a skill certification and reward scheme where in trainees after their successful assessment and certification, get monetary reward through direct bank transfer to their account. The scheme has a budget provision of Rs. 1500 crore with the target to benefit 24 lakh persons with training of 14 lakh fresh entrants and certification of 10 lakh persons under Recognition of Prior Learning (RPL). The National Skill Development Corporation (NSDC), the Public Private Partnership (PPP) entity is the implementing agency for PMKVY. As on 22nd February, 2016, 12.50 lakh candidates have been enrolled in 9,314 training centres spread across the Country with coverage of 29 States and 6 Union Territories (UTs) including Uttar Pradesh (candidates enrolled:- 1,46,804 and trained:- 95,423). A total of Rs. 435 crore has already been released to NSDC in 2015-16 under the scheme.

PMKVY Funds for
Punjab
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that Pradhan Mantri Kaushal
Vikas Yojana, a flagship scheme has been launched by the Government on 15th
July, 2015 where in the trainees after their successful assessment and
certification, get monetary reward through direct bank transfer to their
account.
In a written reply in the Lok Sabha today the Minister said, the scheme implemented through a Public Private Partnership entity, National Skill Development Corporation (NSDC), has the coverage across the Country. During the current financial year i.e. 2015-16, an amount of Rs. 435 crore has been released to the NSDC under the scheme. As on 22nd February, 2016, 12.50 lakh candidates have been enrolled in 9,314 training centres spread in 29 States and 6 Union Territories (UTs) including Punjab (candidates enrolled:- 45,544 and trained:- 31,221). Under the scheme, monetary reward of Rs. 6,54,62,500/- (in total) has been given to 7,174 candidates of Punjab. Out of candidates who successfully completed the skill training, 1205 candidates have already got employment.

Under the Vocational
Training Improvement Project, funds are allocated for the total Project period
and funds are released in installments based on utilization of previous
releases..

In a written reply in the Lok Sabha today the Minister said, to ensure
ITIs impart skills as per the requirement of the Industries, the syllabus for
the trades taught in ITIs are designed by expert committees constituted by
Central Staff Training and Research Institute (CSTARI), Kolkata which comprises
experts from Industrial markets as per requirement. These syllabii are further
approved by National Council for Vocational Training (NCVT) sub-committee for
norms; which comprises of expert / representation from different walks of life
and headed by Joint Secretary, Ministry of Skill Development &
Entrepreneurship. The Ministry has now constituted “Sector Mentor Committees”
under Chairmanship of Industry to review all skill courses including those
imparted in ITIs to align them to Industry needs.

Network of Skill
Development Centres
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that the Government of India
is implementing following schemes for skill training of the people in remote
area of the Country:
(i) Enhancing Skill Development Infrastructure in North Eastern States and Sikkim:- The scheme aims to upgrade 20 ITIs by introducing 3 new trades per ITIs and supplementing infrastructure deficiencies in 28 ITIs by constructing new hostel, boundary wall and supplementing old and obsolete tools and equipments. The scheme has a new component for establishment of 22 ITIs in 8 North Eastern States.
(ii) Skill Development in 34 districts affected by Left Wing Extremism (LWE):- Under the scheme, infrastructure is to be created for 34 ITIs (one ITI per district) and 68 Skill Development Centres (SDCs) (two SDCs per district) in the areas affected by LWE.
Besides, to promote private training providers across the Country, Government has set up National Skill Development Corporation (NSDC) as a Public Private Partnership entity. As on 31st January, 2016, there are 4,415 operational training centers, including 394 mobile centers across 28 States and 5 Union Territories including Chhattisgarh (Training centres:- 601 including 2 mobile centres) which has the training programme in various sectors like Agriculture, Automobile, Building and Construction, Capital Goods, Gems and Jewelry, IT&ITES etc.

Upgrading ITIs
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that the Creation and updation
of infrastructure for imparting skill training is demand driven and dynamic.
Therefore, it requires regular up-gradation. Recently, the Government has
upgraded the infrastructure of most of the Government ITIs under various
centrally funded schemes to ensure that they are capable of imparting top class
training to the people being enrolled.
Government of India is implementing following schemes to upgrade the infrastructure of the ITIs:
(i) World Bank assisted Vocational Training Improvement Project (VTIP): 400 Government ITIs from 34 States/UTs have been taken up for upgradation. The project started in Dec. 2007 and its closing date is September 2016. An amount of Rs. 1613 cr. has been released, so far, including state share under the scheme.
(ii) Up-gradation of 1396 Government ITIs through Public Private Partnership: A total of 1227 Govt. ITIs from 31 States/UTs have been covered and Rs. 3067.50 Crore has been released as interest fee loan to the Institute Management Committees (IMCs) of the ITIs. The release of fund underthis scheme has come to end by March, 2012.IMCs are continuing the process of upgradation.
(iii) Enhancing Skill Development Infrastructure in NE States & Sikkim: Under the scheme, 20 ITIs are being upgraded by introducing 3 new trades per ITI and 28 ITIs are being upgraded by replacing deficient infrastructure in 8 states. An amount of Rs. 46.50 crore has been released so far.
(iv) Upgradation of Government ITIs into Model ITI: Existing ITI in the States/UTs is being upgraded as Model ITI. Institute Management Committee (IMC) society is to be formed for each ITI with chairperson from Industry. The scheme was approved in Dec. 2014. An amount of Rs. 42.18 crore has been released to 18 States, so far, including state share.
Under VTIP, the scheme objective also includes enhancement of knowledge and skills of ITI instructors by strengthening facilities in 14 central institutes that impart pre-service and in-service instructor training. Over 15000 instructors have been trained under refresher and specialized courses by the central institutes. Also, over 18000 instructors have also been trained through Distance Learning Program.
In a written reply in the Lok Sabha today the Minister said, Central Staff Training and Research Institute (CSTARI), Kolkata under Ministry of Skill Development & Entrepreneurship in collaboration with BIBB (Federal Institute for Vocational Education & Training), Germany has developed competency based curriculum for ITIs for trades namely Fitter, Electrician and Welder.

New areas for
Skill Development
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that the Ministry has notified
Constitution of Sector Mentor Committees (SMCs) to synergies the role of Mentor
Councils (MCs) and Sector Skill Councils (SSCs) and create a common entity
which is solely responsible for development of curricula / content for skill
training courses across the country. The main role of each SMC includes suggest
new areas and courses for skill development in their respective sectors.

Skill
Development Universities
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that the Ministry of Skill
Development and Entrepreneurship had constituted a Working Group to explore the
feasibility for setting up of National Skills Universities across the Country
which can function as reputed national institutes responsible for aggregating
skill development effort through implementation of a credible, aspirational and
nationally acceptable skill training system. The Working Group submitted its
report along with the draft Bill. The draft Bill is under inter-ministerial
consultation.

Shortage of
Trainers
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that the Government is aware
that there is shortage of adequate trainers to implement skill development
programmes across the country;
He said, at present, total seating capacity under different training schemes comes to about 25 lakh(ITIs/ Apprenticeships/ Short-term courses) which requires about 1,25,000 trainers in the country. Presently about 25,000 trained instructors passed out from Central Institutes under Craft Instructor Training Scheme (CITS) are available in the Country.
In a written reply in the Lok Sabha today the Minister said, further, there are 30 Central Institutes and 16 Institutes for Training of Trainers (Private & State Government) with an annual capacity of about 10,600 seats and catering to the requirement of mostly manufacturing sector. Further, the industry practitioners are also being encouraged to join the training institutes as trainers. At present, my ministry is collaborating with Chambers in Germany to train master trainers in the field of mechatronics and welding.

In a written reply in the Lok Sabha today the Minister
said, further, National Skill Development Fund (NSDF) and NSDC under Ministry
of Skill Development & Entrepreneurship have jointly signed a Memorandum of
Understanding (MoU) with Coal India Ltd., National Thermal Power Corporation
and Power Grid for collaboration in skill development under Corporate Social
Responsibility (CSR) Fund.

Policy for NE States.
The Minister of State (Independent Charge) for Skill
Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that the National Skill Development and
Entrepreneurship Policy, 2015 links skill development to improve employability
and productivity for inclusive growth in the country. The Policy emphasise upon
special attention to border, hilly and difficult areas including North Eastern
States to address their needs for skill development and employability. The
policy provides for special efforts including earmarking of funds for
establishing training facilities in difficult regions and need base
subsidisation of skill training for disadvantage groups.
He
said, these policy interventions are being implemented by Ministry of Skill
Development and Entrepreneurship through the Pradhan Mantri Kaushal Vikas Yojana
(PMKVY) in States/UT’s including North Eastern Region. 10% outlay of PMKVY is
apportioned for skill development in North Eastern Region. The persons enrolled
and trained under PMKVY in North Eastern State during 2015-16 (as on 19th February,
2016) are given below:-

In a written reply in the Lok Sabha today the Minister
said, In addition, the Government has notified Common Norms applicable
to all central development schemes/programmes w.e.f 1.4.2016. These Common
Norms allow additional financial support equal to 10% of base cost for training
in special areas including North Eastern States.
