ORDER:
The Director General of Police, A.P. Hyderabad in his
letter 2nd read above has
informed that there has been a consistent demand from the
unit officers for increased deployment of Women Police to control law and order
situations and allied duties in the Police force. This matter was also
discussed with the senior Police Officers by the Director General of Police and
it was unanimously opined that the present women police strength is inadequate
to deal with the demands of present scenario of the law and order prevailing in
the state. Further, the present strength of women police force is skewed in the
sense that while there are 0.4 posts for promotion for each civil constable
post (male PC), there are only 0.05 promotion posts available for each women PC
post. Thus the promotion prospects of constables in Women Police is far less
than those of their counter parts in Men Police. Further, there are no posts of
women ASIs. This is causing frustration and demoralisation in women police
staff and the grievance has been represented to the DGP also during his field
visits. As per the service rules there is a separate cadre for Women CIs, Women
SI, Women ASI, Women HC and Women PC and they cannot be promoted against the
posts of Men CI, SI, ASI and HCs. Thus there is
an urgent need to augment the strength of women police in
the districts and allied units.
2. The DGP has further informed that vide G.O.Ms.No.412,
Home (PSC) Dept.,
dated: 25.9.2009 all Women Police Stations in the
Districts have been notified and these Stations are required to investigate the
cases of atrocities against women for the entire Police District. Hence, there
is a need to fix the cadre strength of WCIs, WSIs, WASIs, WHCs and WPCs in the
Units which is in conformity with the requirement of Women Police in the Police
Department which brings the promotion prospects of women cadre on par with
their counter parts in Civil Police (Men). He has also furnished the details of
Women Police cadre strength to be fixed. The additional Strength of Insps-73,
SIs-250, ASIs-309, HCs-557 and PCs-2072 is being adjusted within the Total
Strength sanctioned vide G.O. 1st read above.
3. The DGP, AP, Hyderabad has therefore requested the
Government to fix the
women cadre strength of WCI, WSI, WASI, WHC and WPC in
each unit.
4. Government, after careful examination of the mater,
hereby fix the cadre strength of Women Police in each cadre and adjust the
additional strength of Women Inspectors – 73, Women Sub-Inspectors – 250, Women
Assistant Sub-Inspectors – 309, Women Head Constables - 557 and Women Police
Constables – 2072, , within the total strength sanctioned vide G.O. 1st read above, as shown in the Annexure.
5. The Director General of Police, AP, Hyderabad shall
take further necessary action in the matter.
6. This order issues with the concurrence of Finance
(SMPC) Department vide their
U.O.No.28491-A/1144/A3/SMPC.I/2011, dated: 16.11.2011.
