ORDER:-

In the reference read above, the Commissioner of Technical Education has stated that

the JAC of Samikyandhra Polytechnic Gazetted Officers comprising all Gazetted officers viz.

Principals, Head of Sections, Senior Lecturers, Lecturers, Physical Directors, Librarians and

Administrative Officers and other Gazetted staff of Seema Andhra region who are working at

Technical Education Department submitted a strike notice to him on 03.09.2013 to support the

noble genuine cause to keep the state united. On the assurance of the Hon’ble Chief Minister,

during the talks held with the representatives of various JAC’s on 09-10-2013, they have

decided to postpone their agitation temporarily keeping in view of the academic interest of the

student community. Further, they have expressed their willingness to compensate the loss of

academic activity during the strike period from 06-09-2013 to 11-10-2013 (25) working days and

to work on public holidays, second Saturdays and optional holidays as was done in the case of

employees in Telangana and also to take extra hours of class work during working days for

completion of syllabus, in the present academic year as and entered into an agreement to that

effect. The Commissioner of Technical Education has requested the Government to examine

the proposal and issue necessary orders in the matter, on the similar lines of the

G.O.Ms.No.149, H.E (TE.I) Department, Dated: 23-11-2011 regarding sanction of leave and

payment of salaries for the strike period during September & October, 2013.

2. After careful examination of the proposal of the Commissioner of Technical Education,

A.P., Hyderabad Government have decided for payment of salaries during the strike period from

06-09-2013 to 11-10-2013 to these employees subject to condition that they will work on

holidays and Extra hours on other working days as was done in the case of Telangana

Employees in “Sakala Janula Samme” as per orders in G.O.Ms.No.149, H.E (TE.I) Department,

Dated: 23-11-2011 to compensate the lost working days. The employees will work in the

following additional days on which the Government Polytechnics (Seemandhra Region) shall

work during the Academic Year 2013-14:-

3. All the Drawing and Disbursing Officers of Technical Education Department are

permitted to draw and disburse the salary for the strike period to the Polytechnic Gazetted

Officers viz., Principals, Head of Sections, Senior Lecturers, Lecturers, Physical Directors,

Librarians and Administrative Officers of Seema Andhra Region in Samaikyandhra Agitation

from 06-09-2013 to 11.10.2013 (25 days) in view of the adjustment of working days in Holidays

from October, 2013 to February, 2014 as mentioned in Para (2) above. The Drawing and

Disbursing Officers have to ensure that the staff work on holidays while submitting the monthly

Pay bills to Treasuries in future.

4.. This order shall apply for Government Polytechnic Gazetted Officers viz., Principals,

Head of Sections, Senior Lecturers, Lecturers, Physical Directors, Librarians and Administrative

Officers and other Gazetted Staff of Seema Andhra Region.

5. The Commissioner of Technical Education shall take necessary action accordingly.

6. This order issues with the concurrence of Finance (FR.I) Department vide their

U.O.No.27489/600/FR.I/13, Dt.26-10-2013.
