ORDER:
In the reference 1 st read above, Government have issued orders delegating powers to the District Collectors for disposal of seized sand for the  Departmental  constructions  undertaken  by  the  Government departments/executing Agencies as per the priority as they deem fit and ensure remittance of Seigniorage charges by the respective departments as required without involvement of Vice Chairman & Managing Director , M/s. Andhra Pradesh Mineral Development Corporation, Hyderabad for lifting of sand from the seized points to avoid delay in the process duly indicating the sale price as per prevailing SSR rates.


2. In the references 2 nd and 3 rd read above, Government have reviewed the Sand Mining Policy and issued New Sand Policy-2014 and also issued orders regarding rules and procedures for extracting of sand, respectively. 


3. The Director of Mines and Geology, Government of Andhra Pradesh in the reference 5 th read above has reported that it is necessary to issue orders in disposing of the seized sand keeping in view of the New Sand Policy-2014.


4. Government after careful examination of the matter and in
pursuance of New Sand Policy and the rules made  thereunder and as per Rule 20 of G.O. Ms.No.95, Industries & Commerce (Mines-IV) Department, Dated.28-8-2014 and in supersession of the instructions issued in the reference. 4 th read above, Government hereby delegate the powers to the District Collectors for disposal of the seized sand for the
Government works as per the priority as deem fit and ensure that remittance of seigniorage charges by the respective departments, as required to be followed. 


5.  The District Collectors are requested to take necessary action accordingly.
