ORDER:

Government has permitted for implementation of Micro Irrigation Scheme / On

Farm Water Management component of National Mission for Sustainable Agriculture

(NMSA) in G.O 2 nd read above.

2.  Government have decided to promote Micro Irrigation Systems in the area of

1,20,000 Acres with Drip and Sprinklers on 100% subsidy for SC&ST Farmers and with

90% subsidy for Small and Marginal Farmers. The Commissioner of Horticulture,

Telangana, Hyderabad has been requested to furnish the detailed proposals along with

operational guidelines for implementation of the Scheme vide Government Memo 3 rd

read above.

3.  The  Commissioner  of  Horticulture,  Telangana  has  submitted  draft

Operationtional Guidelines for State Micro Irrigation Project, On Farm Water

Management (OFWM) component of National Mission for sustainable Agriculture

(NMSA) for the year 2014-15, vide references 4 th and 6 th read above.

4.  The Commissioner of Horticulture, Hyderabad vide references 2 nd & 4 th read

above has requested the Government for issue of necessary orders for implementation

of differential subsidy pattern with immediate effect.

5.  In pursuance of the approved plan to promote Micro Irrigation Systems under

TSMIP 2014-15 and taking into consideration the proposals of Commissioner of

Horticulture, Hyderabad in the reference 4th read above, Govt after careful examination,

hereby issue the following guidelines for implementation of the TSMIP Scheme :

I. “All category farmers in revenue village are eligible for Micro Irrigation Systems /

Drip up to maximum of 5 ha irrespective of their economic status:

? All SC/ST Farmers are eligible for 100% subsidy.

? All SF/MF Farmers are eligible for 90% subsidy.

? All Other Farmers are eligible for 80% subsidy”.

II. Criteria for identification of Beneficiary Farmers:

a) Under the scheme, the Beneficiary Farmer is defined as every land holder,

who is either an owner or a tenant farmer (with a registered lease

Agreement) for at least 5 years with functional water source, either own or

shared, in the Revenue Village.

b) Definition of Beneficiary Farmer categories:

i.  Farmers with holding upto 2.5 acres of dry land or 1.5 acres of

wet land are defined as Marginal Farmers & eligible for 90%

subsidy.

ii.  Farmers with holding upto 5 acres of dry land or upto 2.5 acres

of wet land are defined as Small Farmers & eligible for 90%

subsidy.

iii.  Farmers with land holding above 5 acres of dry land or above

2.5 acres of wet land are defined as Other Farmers & eligible for

80% subsidy.

c) The total land holdings of the Farmer as per the Title Deed shall determine

the category of Farmers.

d) In the case of Tenants, the extent of land held by the Owner / Registered

Lease holder shall determine their eligibility category not exceeding 5 ha

limit either by Owner / Lessor.

e) In the absence of Title Deed, other documents like attested copy of the

Registered Sale Deed along with the Encumbrance Certificate from the

Registration Department, shall determine the category of the Beneficiary

Farmer, duly taking the total land holdings of the Farmer into

consideration.

III. The Farmer Beneficiaries who have already availed the benefit of Micro Irrigation

cannot avail further assistance for the same land, for the next 10 years as per

National Mission for Sustainable Agriculture (NMSA) Guidelines.

IV. In the selection of Beneficiaries, not less than,

a) 16.05% of the total financial target shall be covered by SC farmers.

b) 9.55% of the total financial target shall be covered by ST farmers.

c) 64.40% of the total financial target shall be covered SF/MF farmers.

d) Not exceeding 10% of the total financial target shall be covered by Other

Farmers.

V. a) Targets will be allotted to the Districts only by empanelling the Ml

Companies for the District, so that the farmer can choose the Ml Company

of his choice, among the empanelled Ml Companies for the District.

b) In case of any exigency, the Government have the right to allot any MI

Company to any District in the State and the MI Company will have to take

up MI installations in the allotted district.

VI. Non-Negotiable for implementation of Micro Irrigation Project 2014-15:

a) Project Directors should give wide publicity to the On Farm Water

Management (OFWM) component scheme (TSMIP) of the National

Mission for Sustainable Agriculture (NMSA) in news papers / Electronic

Media etc., and by conducting the awareness programmes at village level

in coordination with line departments i.e., Agriculture, Horticulture, PR &

RD Department etc.

b) Collection of MI applications at MPDO office / PD Office / AO / ADA / ADH

offices of the districts in a given time schedule.

c) Identification of Beneficiaries should be done by MIAOs / MCOs (HO/AO)

as per Implementation Guidelines 2014-15.

d) Preference may be given to Small and Marginal Farmers, SC/ST/Women

and differentially abled (PH) farmers.

e) It should be ensured that, as per the directives of SC, ST act 16.05% and

9.55% funds are to be targeted for SC & ST farmers respectively under

SCP and TSP.

f) Project Directors should ensure that at least 25% of the financial target

allocated to the District must be earmarked to Agriculture crop sector in

drip including Sugar cane, Sericulture etc.

g) Preference shall be given to the cases under convergence with the

schemes / Departments such as SHM, RKVY, DWMA and RAD of

Agriculture Department etc.

h) Approval of District Mission Committee (DMC) is must for issue of

administrative sanctions for implementation of the scheme.

i) Filing of applications in online is mandatory at Project Director office,

every aspect from filing of applications, progress reports to releases shall

be through online only.

j) Project Directors & Micro Irrigation companies must ensure the land

suitability, assured water source, energization before 10% sanctions.

k) The beneficiaries should have bank account preferably having Real Time

Gross Settlement (RTGS) transfer facility.

l) Project Directors, Assistant Project Directors must personally verify Bore

Well discharge, Power availability, Water and Soil suitability before giving

10% sanctions for above 1 ha which is mandatory. If any irregularities

noticed, in involving loss to Government or farmer will attract disciplinary

action on the concerned.

m) The Micro Irrigation Company is responsible for proper bench mark

survey, design installation, correctness of extent of area, quantities of the

components. The utmost care should take in survey and design of the MI

system and must design as per Bore Well discharge, power availability

(hours per day) and water requirement of the crop.

n) Priority shall be given to separate individual families rather than members

of families of the same family group (Family is a unit comprising of wife,

husband and minor children) Preference to be given to the new farmers.

o) Jurisdictional  Micro  Irrigation  Area  Officer  (MIAO)  and  Mandal

Coordinating Officer (MCO) (Designated Agriculture Officer / Horticulture

Officer for the Mandal) should ensure 100% inspection at the time of

preliminary survey by verifying the energisation and functional water

source discharge of bore well, cropping pattern and water requirement of

the crop. At the time of final inspection they should ensure that the

installations are done as per the designs submitted by the MI Company.

p) Project Director has to coordinate and monitor the following percentage of

random inspections.

PD – 50% of the installations.

APD – 80% of the installations.

MIDC – 100% of the installations.

MIE – 100% of the installations.

At random covering all MI Companies and the jurisdiction of all MIAOs

on each payment and PD has to coordinate and monitor the % of Random

Inspections.

100% MI beneficiary inspection by 3rd party evaluation team is

compulsory in TSMIP.

q) Monitoring the implementation and review of the programme should be

done on monthly basis at District level and Mandal level monitoring

committees.

r) Awareness programmes and trainings should be conducted by involving

Micro Irrigation Companies under service campaigns and Micro Irrigation

Companies should take responsibility of conducting Trainings / After sale

services and should give acid treatments, fertigation & irrigation schedule

etc., at interval of 6 months.

s) Micro Irrigation Companies should make available service centers in all

Districts in the State at least one at every Division Head Quarters.

t) It is the Project Directors responsibility to update the Progress reports on

2nd of every month. It is a compulsory.

u) Project Directors must ensure that at least 50% of budget allocation and

targets should be earmarked exclusively for SF/MF farmers.

v) Crop manual (containing crop wise agronomical, Irrigation and fertilizer

schedules) should be printed by the Micro Irrigation Companies and

handed over to the farmers after installation of Micro Irrigation system

along with other certificates etc.

6.  The Micro Irrigation Companies have to enter into a New Memorandum of

Understanding for implementing the On Farm Water Management (OFWM) - (Micro

Irrigation), under NMSA with the Commissioner of Horticulture, Telangana State,

Hyderabad. The Micro lrrigation Companies have to extend after sale services for a

period of 10 years for the Micro lrrigation systems installed under this Programme.

7.  This order come into force with immediate effect i.e. from the date of issue of this

order.

8.  The Commissioner of Horticulture, Hyderabad shall take further necessary action

in the matter.
