O R D E R: -

In the G.O. first read above, the Andhra Pradesh Intermediate Education Service Rules were issued and in the G.O. second read above, the Andhra Pradesh Intermediate Education Subordinate Service Rules were issued. Subsequently, in the G.O. 4^th read above, the posts of Physical Directors and Librarians, which are governed by the rules issued in the G.O.second read above have been declared Gazetted Status. In the letter fifth read above, the Director of Intermediate Education, Andhra Pradesh, Hyderabad, has requested the Government to delete the posts of Librarian and Physical Director from the Andhra Pradesh Intermediate Education Subordinate Service Rules, 2002 issued in the G.O. second read above. Accordingly, suitable amendments have been issued to the Andhra Pradesh Intermediate Education Subordinate Service Rules, 2002, vide G.O. seventh read above.

2. Further the Commissioner of Intermediate Education, Andhra Pradesh, Hyderabad in his letter sixth read above has proposed certain amendments for the cadres of Physical Directors & Librarians.

3. Consequent upon deletion of the posts of Librarians and Physical Directors from the Andhra Pradesh Intermediate Education Subordinate Service Rules, 2002 and amending regarding Educational Qualification, Appointing authority, etc., in respect of Physical Directors & Librarians, Rules issued in G.O.Ms.No.302, Higher Education [IE-I] Department, dated:30-12-1993 shall be made applicable to these posts and hence after careful consideration, Government have decided to issue suitable amendments to the Andhra Pradesh Intermediate Education Service Rules.

4. Government after careful consideration of the proposals of the Commissioner of Intermediate Education, Andhra Pradesh, Hyderabad, have decided to amend the Andhra Pradesh Intermediate Education Service Rules issued in G.O.Ms.No.302, Higher Education [IE-I] Department, dated:30-12-1993.

5. The following notification will be published in an Extra Ordinary Issue of the Andhra Pradesh Gazette dated:11-03-2016:-

N O T I F I C A T I O N

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling, the Governor of Andhra Pradesh hereby makes the following amendments to the Andhra Pradesh Intermediate Education Service Rules issued in G.O.Ms.No.302, Education [IE-I] Department, dated:30-12-1993 as amended from time to time subsequently:-

A M E N D M E N T S

In the said Rules:-

In rule 2, after category–9: Junior Lecturer (Vocational), the following shall be added namely: -

“Category–10 : Physical Director in Government Junior Colleges

Category – 11 : Librarian in Government Junior Colleges”

In rule 3 in the table thereunder in columns (1), (2), (3) and (4), after category 9, the following shall be added namely: -

“

10	Physical Director in Government Junior Colleges	By direct recruitment 100%	Joint Director of Intermediate Education
11	Librarian in Government Junior Colleges.	a) By Direct Recruitment 80%. (b) By appointment by transfer from the cadre of Superintendents, Senior Assistants, Senior Stenos, Junior Assistants, Typists, Junior Stenos of A.P. Ministerial Service of Intermediate Education department with a procedure that Superintendent cadre is to be considered in first instance and after exhausting all Superintendents only, the next cadre of Senior Assistants, Senior Stenos will be considered and after exhausting all Senior Assistants, Senior Stenos, the next cadre of Junior Assistants, Junior Stenos, Typists will be considered to the post of Librarian under 20% of DPC quota so as to protect the seniority of personnel in the Department. In Rule 3 for Note 3(1), the following shall be substituted, namely:-

“(1) The rule of special representation (General Rule 22) shall apply to appointment by direct recruitment to the post of Junior Lecturer, Librarian, and Physical Director in Government Junior Colleges”.

In the Annexure to rule – 5 in the table thereunder; in columns (1), (2) and (3) after category-9, the following shall be added namely:-

	10) Physical Director	a) Must possess a Bachelors Degree (B.A/B.Sc/B.Com) with Masters Degree in Physical Education with a minimum of Second Class with not less than 50% of marks from a University in India established or incorporated by or under a Central Act, State Act or a Provincial Act or an Institution recognized by the University Grants Commission or an equivalent qualification. b) Must pass the Physical fitness test of jogging of 5 Km distance in 20 minutes.
	11)Librarian	Must Possess a Bachelor Degree in Arts, Science or Commerce(B.A/B.Sc/B.Com) with a P.G Degree in Library Science with a minimum 2^nd class with not less than 50% of marks from a University in India established or incorporated by or under a central Act, Provincial Act or a State Act or an Institution recognized by the University Grants Commission or an equivalent qualification.

In Rule 5, for the expression “28 Years”, the expression “34 Years” shall be substituted.

In Rule 8 in sub rule (1), after the words “the post of Junior Lecturer”, the words “Librarian and Physical Director” shall be inserted.

In Rule 9, in the table thereunder in Columns (1), (2) and (3) after the Category-9 “Junior Lecturer (Vocational), the following shall be added, namely; -
